Description
This is a request for Information: SUBJECT: Request for information (RFI), Synopsis for Cardiac Perfusion Machines (CPM) for the Department of Veterans Affairs, Veterans Health Administration (VHA).The purpose of this Request for information (RFI) is to obtain information on the capability of vendors to provide heart-lung machine "the pump" in the Veterans Health Administration. This RFI allows potential contractor to submit a non-binding statement of interest and documentation demonstrating their capabilities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The strategic Acquisition center (SAC) is requesting response from qualified businesses concerns. The NAICS code for this effort is 339112 PSC is 6511. BACKGROUND: VHA is comprised of 152 medical centers responsible for providing high quality and timely commodities and services for our veterans and their families. The medical facilities are located throughout the United States. The Cardiac Perfusion Machine is a heart-lung device used to support and assume the function of the heart and or lungs during medical procedures. This is complex equipment and considered a vital element in taking over the function of the heart during cardiac surgery. The CPM pumps blood through the patient's arteries and draws it back into the machine to be re-oxygenated, so that the patient's body is supplied with the required amount of oxygenated blood. CPMs are highly configurable and designed specifically to meet needs of both the operating perfusionist and patient. Scope: This requirement for the purchase, delivery, installation, testing, training, calibrating, and maintenance services of the CPM in accordance with the technical specifications defined in this RFI. This procurement will included a 12 month warranty. A summary of the required equipment and services are as follows: a) The contractor shall deliver, install, activate, calibrate, and test CPM and associated software. b) The contractor shall provide on-site training on the use of CPM and software at each VA site purchasing equipment and/or services under this contract. Training must be provided following installation of each newly purchased machine. c) The contractor shall provide a 1 year manufacturer's warranty to protect against manufacturer's defects. d) The contractor shall provide an optional extended warranty plan that extends the original manufacturer's warranty. e) The contractor shall provide an optional annual preventative maintenance plan for each CPM and software application, purchased under this Blanket Purchase Agreement (BPA). The contractor shall provide optional annual preventative maintenance agreements for previously purchased CPMs in operation throughout VA. f) The contractor shall provide all required documentation that includes any applicable regulatory documentation, user's guide, complete service manual, design specifications, and training materials. The contractor shall provide all parts, supplies, material, and labor required to meet the technical requirements of this solicitation. SAMPLE OF SPECIFIC MANDATORY TASK AND ASSOCIATED DELIVERABLES. MTR 1 Electrical Console base with connections for up to five pumps. 100-120V range (with flexible adaptable poles and cross bars) MTR 2 Emergency battery (30min-60min backup range) MTR 3Central Control Monitor MTR 4Air Detector Module MTR 5 Level Detector Module (alert and alarm) MTR 6Pressure Modules (range of 2-5) MTR 7Modular pumps to include variations of small/large rollers MTR 8Cardioplegia Module MTR 9Blender MTR 10Capacity to include Centrifugal Drive MTR 11Capacity to include Drive Motor MTR 12Capacity to include Emergency Manual Drive MTR 13 Blood Flow probe/and bracket MTR 14Venous line occlude MTR 15Module lamp MTR 16Have the capacity to include Blood gas monitoring system INSTRUCTIONS: Submit a brief description, five (5) pages or less (including cover letter) that demonstrates how your company can provide Cardiac Perfusion Machines anywhere in the United States. Provide your past experience in performing these services for other government (federal or states) agencies. Responses should include business size, business type, socio-economic status, and capability. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
