Description
DEPARTMENT OF VETERANS AFFAIRS - NETWORK CONTRACTING OFFICE 9 (NCO 9) Project # 596-329, 5th Floor Main Addition Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. The singular purpose of this notice is to obtain information on Service Disabled Veteran Owned Small Businesses (SDVOSB) interest to determine if a set-aside is appropriate. Proposals are NOT being requested or accepted at this time. The Department of Veterans Affairs, Network Contracting Office 9 (NCO 9) has a requirement for construction period services for the 5th Floor Main Addition project at the Lexington KY VAMC, Cooper Division, 1101 Veterans Drive, Lexington, KY 40502. All work includes general construction, alterations, mechanical and electrical work, utility systems, and necessary removal of existing equipment and certain other items. The information obtained through this notice will be utilized exclusively as market research for acquisition planning purposes. All work to be performed will be within North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building construction, with a Small Business Size Standard of $33.5M. PROJECT DESCRIPTION: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Project 596-329, 5th FLOOR MAIN ADDITION as required by drawings and specifications. All work includes general construction, alterations, mechanical and electrical work, utility systems, and necessary removal of existing equipment and certain other items. Furnish all labor, tools, materials and expertise to complete Project 596-329 in strict accordance with the contract documents, specifications, and drawings. Some work will be required after standard administrative hours; work may be limited to periods shorter than a standard shift, etc. for specific locations in the project. This is a medical environment and contractor shall take into consideration infection control, demolition noise, dust control, and specialized facility requirements as medical environment requires. Using the available space, it will be necessary to Phase the project as indicated by the contract documents. The hospital will remain in continuous operation at all times, and any utility interruptions shall be planned and executed as required, so as to minimize staff or patient disruptions. Construction disciplines anticipated include Architectural, Structural, Industrial, Hygiene, Electrical, Plumbing, Fire Protection, and Mechanical. Anticipated completion time from Notice to Proceed is 600 days with a project magnitude between $5,000,000.00 and $10,000,000.00. In order to be eligible to respond as an SDVOSB, a firm must be Center for Veterans Enterprise (CVE) registered in VetBiz. Registration may be accomplished at http://www.vip.vetbiz.gov. Responses to this sources sought notice must contain the following information: (1) Company name and address, point of contact with phone number, and DUNS number; (2) Documentation that demonstrates the firm's capability of performing construction period services as a Prime Contractor. (3) Proof of registration in the VA Vet Biz website and verification by VA CVE (CVE); Responses to this notice must be made via e-mail to matthew.whisman@va.gov. Responses may be submitted as attachments, or contained in the body of the e-mail, and must be clearly marked "SOURCES SOUGHT RESPONSE - 5th Floor Main Addition" in the subject line and document header. The deadline to respond is October 21, at 2:00 pm (EST). Responses received after the deadline, or without the required information will not be considered. As a reminder this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent, nor will the Government be required to pay for any costs incurred for responses submitted. Official posting of solicitation will be posted electronically through FedBizOpps. Interested firms are encouraged to register via www.fbo.gov to receive a copy of the formal solicitation when it is issued.
