Description

This is a Request for information (RFI) for the Department of Veterans Affairs, Veterans Health Administration (VHA). The Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to this announcement. The RFI is issued for planning purposes only, in accordance with Federal Acquisition Regulation (FAR) Part 10. The Government will not pay any costs incurred in the preparation of information for responding to this market research or the Government's use of the information. Proprietary information must be clearly identified as proprietary information. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Department of Veterans Affairs is conducting market research to determine the capability of quoters to provide Disposable Air Permeable Underpads ("Pads"), Disposable Adult Diapers ("Briefs"), Disposable Bariatric Adult Diapers ("Bariatric Briefs"), and Disposable Adult Protective Underwear ("Underwear"). Specifically, VHA is assessing the capability of different size businesses and their ability to meet all of the Minimum Technical Requirements (MTRs) as well as a minimum capability of delivery to all VA field offices located throughout the United States and US Territories or delivery through a VA Distribution Program. The data provided from this RFI will assist with the determination of a possible set-aside. As such, all interested parties are encouraged to provide information. The following is a historically-based projection of product amounts: Disposable Air Permeable Underpads - 6,658,338 Disposable Adult Diapers - 2,211,915 Disposable Bariatric Adult Diapers - 1,086,108 Disposable Adult Protective Underwear - 251,956 Note: Amounts provided are based on individual units (ea) (not by case/package). Amounts provided are annual amounts. Projections for possible option years are estimated at the same number of units for each year. In responding to this RFI, please complete Attachment A - Capability Spreadsheet and submit a brief description of your business size (i.e. small business, 8(a), HUB Zone, woman owned, etc.), anticipated teaming agreements, whether commodities are available on GSA Federal Supply Schedules or any other Government-wide Agency Contracts (GWACs) and if you currently participate in the VA Prime Vendor Program. Respondents should reference RFI Number VA119-15-N-0009 in their response. Submittal of information ELECTRONICALLY is required and faxed information will not be accepted. Please send all responses to Kim Hupp@va.gov by no later than 2:00 pm EST, October 30, 2014.
