- 1. Introduction/Purpose The Federal Aviation Administration (FAA), Mission Support Services, Aeronautical Navigational Products (AeroNav) has a requirement for printing of the Terminal Procedures Publication (TPP). These services include the printing, finishing, quality assurance, and distribution of the IFR TPP (currently 24 perfect-bound and loose-leaf volumes) and the Alaska Terminal Procedures (1 perfect bound volume), that are published every 56 calendar days, with an interim 28-calendar-day Change Notice (1 volume). The attached Statement of Work covers the production of separate-covered publications and loose-leaf products requiring such operations as electronic prepress, printing in multiple inks, binding, packing, and distribution. Distribution must occur from the contractor ™s location. 2. Nature of Competition The acquisition strategy for this procurement has not been determined at this time. The results of this market survey will determine the final acquisition strategy. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. 3. Notice to Interested Parties (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 4. North American Industry Classification System (NAICS) Code The NAICS code for this requirement is 323117- Books Printing with a Small Business Size Standard of 500 Employees. 5. Submittal Requirements for Market Survey Interested companies must submit the following: (a) Capability Statement: Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in the attached Draft SOW. Please include the following: (i) Technical approach, (ii) Corporate experience with this type of work, (iii) Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), (iv) If your firm cannot demonstrate capability in meeting any task area, provide a plan for doing so, (v) Number of years in business, (vi) Anticipated teaming or sub-contractor agreements. (b) Business Declaration: Please complete the attached form (c) Rough Order of Magnitude (ROM) Estimate 6. Delivery of Submittals Interested companies must submit their response to this market survey to the address listed below or electronically to the Contracting Officer at terry.wilson@faa.gov by no later than 3 PM (CST) on November 18, 2014. All questions regarding this market survey must be submitted via email to the Contracting Officer. No telephone calls will be accepted.
