- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined sysnopsis solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The Air Force intends to place a Single, Firm-Fixed Price order without discussions to the responsible offeror whose offer conforms to the ‘Purchase Specifications' and delivery schedule. It is the Government's intent to award to the offeror with the Lowest Price who is Technically Acceptable (LPTA). Proposals will be evaluated against the technical criteria called out in the Purchase Specifications paragraph XI. Offeror's proposal must address each of the technical criteria from paragraph XI of the Purchase Specifications. This acquisition is 100% Set Aside for Small Business, under NAICS code 332312 - Size Standard 500 employees. Small Business set aside as such "the concern shall perform work for at least 50% of the cost of fabricating the stands, not including the cost of materials" (see FAR 52.219-14). The requirement calls for the contractor to provide the tools, equipment, materials, and personnel to fabricate two (2) paint stands. These stands will be used to prepare and paint C-130 flight controls and F-16 Wings on Hill Air Force Base, Utah. The Purchase Specifications are attached and drawings are available upon request. Schedule Of Items: CLIN 0001: A-Frames for the preparation and painting of C-130 flight controls and F-16 Wings - 2 Each - Firm Fixed Price (FFP) pricing with delivery to Hill Air Force Base, Utah - 3-months after receipt of the order. ALL ITEMS MUST BE IN ACCORDANCE WITH THE PURCHASE SPECIFICATIONS AND DRAWINGS FOB: Destination therefore, shipping must be included in the unit and total price. Proposals must also include the Contractors Name, Cage Code, DUNS Number, Contact Name, Number and email address. Failure to comply with the above mentioned regulations will result in an award to the next otherwise successful registered Offeror.
