- This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Requirement: This notice is issued by the Department of Veterans Affairs, Boston VA Healthcare System, Brockton, VAMC to identify sources capable of providing the following: A. GENERAL INFORMATION 1.Title of Project: Planning and implementation of VA research dissemination production of the research publication HSR&D FORUM. 2.Scope of Work: The contractor shall provide the resources and services necessary to produce three (3) issues of HSR&D FORUM, a print and e-product targeting VA policy makers and managers, researchers, and non-VA stakeholders. Each issue provides lay language summaries of HSR&D research findings and information and shall be no less than 8 pages and no more than 12 pages in length. The contractor will also provide all resources and services necessary for development and implementation of special HSR&D research symposia/workshops and other dissemination activities that promote VA research findings and information to targeted audiences. B. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below on a yearly basis for base year and option years. Deliverable 1: Planning - The contractor shall plan and facilitate a one-day Planning Board Meeting in Washington DC between October 1 but no later than December 15. Selection of members of the Planning Board and providing travel for them shall be the responsibility of CIDER staff and HSR&D. The purpose of the annual Planning Board meeting is to select the topic for each of the three issues of FORUM, the VA HSR&D newsletter. The contractor shall provide resources to facilitate the meeting and to write a meeting report that is submitted to staff in consultation with the Planning Board, will make the final selection of topics for the three issues and present them to the contractor. During the same time period of October 1 to December 15, planning for topics and faculty for special research symposia/workshops and other dissemination activities targeted at national VA and non-VA audiences will be selected. Deliverable 2: Work Plan - The contractor shall provide to the CIDER staff a detailed work plan and briefing which presents the contractor's plan for completing the project. The contractor's plan shall be responsive to this SOW and describe, in further detail, the topic development for each of the three selected issues as well as plans for developing, promoting, and implementing special symposia/workshops and other dissemination activities. The work plan shall include timeframes for each activity which will serve as a schedule to guarantee the completion of all tasks annually. Deliverable 3: Completion of Tasks - The contractor shall provide all resources necessary to gather and generate content for each of the three designated topics for the three print and e-issues, the symposia, and other dissemination activities. The contractor shall write/edit content in lay language so that it can be easily understood by a non scientist. The contractor shall provide written articles to CIDER staff for review and revision to meet the needs of the final product. The contractor will provide all services related to writing, editing, design, and publication as needed to meet the expectations of the CIDER staff. Complete issues of HSR&D FORUM of no less than 8 pages and no more than 12 pages, will be submitted in each of the following months-- November, June, and September. Upon final approval by CIDER staff, the contractor shall provide CIDER with 4500 copies of each of the three issues as well as electronic publication files in PDF format for electronic dissemination via email and for posting on the VA HSR&D website. The contractor shall provide all necessary resources to plan, promote, and implement special research symposia/workshops and other dissemination activities that expand the reach of VA research to broad VA and non-VA audiences throughout the year. D. REPORTING REQUIREMENTS 1.The contractor shall provide CIDER with a written progress report every four months due on the last Friday of January, May, and September. 2.The progress report shall cover all work completed during the preceding period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify and explain any problems that have arisen but have not been completely resolved. E. GOVERNMENT RESPONSIBILITIES Government shall provide information to help develop designated topics and shall make available appropriate VA contacts as required by the work plan. The government shall complete and release required reviews and approvals in a timely manner and in accordance with the work plan. Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 813920, Professional Organizations and the size standard is $14.0 million. Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. A positive statement of your intent to submit a quote as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, do not request a copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website or GSA E-buy. It is the potential offeror's responsibility to monitor FedBizOpps and E-buy for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
