FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: Z - Maintenance, Repair or Alteration of Real Property SUBJECT: MARKES THERMAL DESORPTION SYSTEM REPAIR SERVICES SOLICITATION NUMBER: SB1341-15-RQ-0004 CONTACT POINTS: RICHARD KIM, Contract Specialist (301) 975-6219; TODD HILL, Contracting Officer (301) 975-8802 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Quantum Analytics, LLC., for the acquisition of Markes Desorption System Repair Services, to be used by the Engineering Laboratory at NIST in Gaithersburg, MD. ***** Sole source determination is based on the need for repair services for our thermal desorption, multiport sampling and thermal conditioning system to keep it running within manufacturer's specifications. The requirement is to maintain the Markes Desorption System and subsystems, the Multi-Channel Sampler, and the Multi-Tube Conditioner so that the original specifications of the instrument are maintained for its proper function: and analysis of air samples to identify indoor air contaminants and determine indoor air contaminant concentrations. The equipment must be serviced and repaired by an authorized service provider to Markes International. If this equipment is not maintained and functional within the manufacturer's specifications, the project of developing a thin film material emissions standard to enable development of emissions test protocols is no longer viable. It's also critical that the contractor is able to make repairs expediently, within two to three days when failure occurs. The reason for this is that the integrity of test samples degrades after two to three days once prepared for analysis. If degradation occurs, the sample will be of no use and valuable time and money will be lost. The longer the repair time the less likely samples will yield reliable results *****The North American Industry Classification System (NAICS) code for this acquisition is 334516. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by October 24, 2014, 2:00 p.m., EST will be considered by the Government.
