Description

The Department of Veteran Affairs, Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209 has a requirement for a Boiler Firetube Punching Machine. The Government expects to award to a single contractor a contract which shall be Firm Fixed Price with a firm quantity and no option years. This requirement is being set-aside for Service Disabled Veteran Owned Small Business participation only. NAICS code for this requirement is 423450 with a Service Disabled Veteran Owned Small Business size of 500 employees. Only offers from those firms regularly established in the business of providing this type of equipment will be considered. Subcontracting will not be allowed. Item # 2 Operator's & Service Manuals SPECS Boiler Cleaner Specifications: A fire tube cleaner (punching machine) and accessories, must remove soot and scale from boiler fire tubes, and have the following minimum salient characteristics: 1)Motor power: ½ HP, using standard 7 amps, 115V, 50/60 Hz AC 2)Input Power: Standard 7 amps, 115 V, 50/60 Hz AC Optional 3.5 amps, 230 V, 50/60 H 3)Tape Length: 26" 4)Power supply cord: 25', 18-3 5)Dimensions: 21 ½" long (without nozzle) 6)Weight: 38 lbs 7)Vacuum Hose: 2" diameter x 12' in length, 18" Straight bayonet style nozzle and brush 8)Optional Carrying Case 24" high X 28" wide X 9" deep As prescribed in 11.107(a), insert the following provision: BRAND NAME OR EQUAL (AUG 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; 3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
