Description
Questionnaire Draft SOW SYNOPSIS: THIS IS NOT A SOLICITATION, REQUEST FOR QUOTATION (RFQ), REQUEST FOR PROPOSAL (RFP), OR INVITATION FOR BID (IFB). This is a Request for Information (RFI), FOR MARKET RESEARCH PURPOSES ONLY, to determine the capabilities of potential businesses (no size restrictions) that can provide the services listed below. Information submitted in response to this notice must demonstrate the experience and capabilities to perform the requested tasks, which the Government anticipates being performed under NAICS Code 926110 (Administration of General Economic Programs). The U.S. Department of Labor, Wage and Hour Division (the Division), is conducting a search of the commercial marketplace to determine if the capability currently exists as follows: • Review wage data submitted in response to a Davis-Bacon (DB) construction wage rate data gathering effort, determine if additional clarification is needed on the submitted information and make those needed clarification contacts with contractors in accordance with DB requirements and survey procedures. • Review submitted certified payrolls and determine peak week for every classification listed on the certified payroll, clarify any questionable data regarding the classification, work performed, or rate/fringe benefit, and then transfer this wage data onto WD-10 forms for entry into the Automated Survey Data System (ASDS). It is anticipated that the work involved with the wage data review will increase in conjunction with an increase in the annual number of State-wide Davis-Bacon wage rate surveys. • Review the electronic transferred construction project information from F.W. Dodge and make appropriate edits to conform to standard DB survey procedures. To perform this work it will require the Contractor to be able to understand and apply the requirements of Davis-Bacon Act to the survey. • In addition this will require the Contractor to have a strong working knowledge of the construction industry, i.e. types of construction; construction classifications and the work performed by those classifications; and methods of pay, rates of pay, and fringe benefits commonly paid in the construction industry. • Conduct sample surveys, provide various reports and related analyses on construction activity, and furnish the data and ADP support services necessary to provide DOL with infor¬mation on local construc¬tion activity nation¬wide. Companies with the capabilities described herein may respond to this RFI with literature (no marketing material) that demonstrates their capability to provide the desired services. Capability statements must also include the following information: company name, address, point of contact, phone/fax/email, and business size/status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business ), GSA Schedule number (if applicable), and response to the attached Survey Questionnaire. Interested organizations should submit their written capability statements and responses to the attached questionnaire no later than 12:00 p.m. (ET) on October 21, 2014 to the Contract Specialist at the following email address: colbert.elvis.r@dol.gov. Emails should include the Reference Number of this RFI notice in the subject header of their email. Capability statements will not be accepted after the due date. The page limit is five (5) pages, (not including the questionnaire). Please note that no telephone calls will be accepted. NOTICE: This announcement is a request for information only and does not obligate the DOL in any way. This is not a request for proposal and the DOL will not pay for any information submitted or for any expenses associated with providing information. Any information submitted by respondents to this RFI is strictly voluntary. Material submitted will be deemed proprietary to the extent permitted by applicable laws and regulations if so marked by the respondent.
