Property and Logistics Support Specialist Washington, DC Issuance Date: 10/03/2014 Closing Date: 10/30/2014 SOLICITATION NUMBER: PSC-14-046-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. SOLICITATION NUMBER: PSC-14-046-INL 2. ISSUANCE DATE: 10/03/2014 3. CLOSING DATE: 10/30/2014 4. TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 3:00 PM, EST 5. POSITION TITLE: Property and Logistics Support Specialist 6. MARKET VALUE: $63,091 - 98,305 (GS 11/12 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Washington, DC 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Contract Administration Support (CAS) division is responsible for supporting INL's post-award contract management function. The division's customers include INL program managers, contracting officers (CO), and contracting officer's representatives (COR). CAS professionals serve as information brokers between contract management stakeholders in acquisition, resource management, and corporate communities. CAS closely teams with stakeholders to monitor contractor performance, ensure that cost, service quality and delivery schedules comply with terms and conditions of the contract, and to ensure the application of sound financial and property management practices, and administrative control. PURPOSE The individual serves as a Property and Logistics Support Specialist. The Specialist directly supports the Industrial Property Management Specialist who has responsibility for assisting INL's stakeholders in matters pertaining to property management, property accountability systems, disposition and repurposing of contract property assets. RELATIONSHIP The Specialist is under the supervision of the INL/RM/CAS Supervisory Program Analyst, and will work closely with the Industrial Property Management Specialist. DUTIES AND RESPONSIBILITIES 1. Assist the Industrial Property Management Specialist in performing analysis of the various contractors' property management systems; (1) analyze and evaluate contractors' complete property management systems, (2) prepare reports and maintain files/records of audits and inspections (3) make recommendations to improve accountability of government property. 2. Assist the oversight of property disposal policies, procedures and programs within the State Department, and other federal agencies as needed, to include the General Services Administration (GSA). Promote and facilitate the use and repurposing of excess, obsolete, and surplus property via redistribution, transfer, or donation, both domestically and at various overseas locations. 3. Provide guidance on matters pertaining to destroying, or abandoning a variety of property types and classifications, both domestically, and at various overseas posts when appropriate. 4. Provide solutions to resolve a broad range of property disposal issues or problems; interpret and advise on property disposal policies, procedures, and practices. 5. Establish policies and procedures to monitor and report on the Bureau's End Use Monitoring (EUM) program. Coordinate with INL sections worldwide and compile, file, and report on the posts' EUM programs to higher management. COMPLEXITY This position involves analyzing, assessing, planning, organizing property management issues. The Specialist must cultivate and maintain a cordial and professional relationship with personnel of all grades while coordinating sensitive and complex matters. SCOPE AND EFFECTIVENESS The Specialist will perform broad and extensive duties spanning the full range of property and logistics issues. The Specialist will coordinate issues with a wide range of officials within INL. PERSONAL CONTACTS The Specialist is expected to maintain close working relationships within the Department and other agencies as needed. The position requires good interpersonal skills and the ability to form cooperative relationships, articulate positions clearly, and persuade interlocutors. MINIMUM QUALIFICATIONS 1. U.S. citizen, able to obtain/maintain a Department of State Secret security clearance. 2. A minimum of three (3) years, demonstrated experience in the property management control field, including: • Demonstrated experience, conducting analysis of Property Management Systems. • Demonstrated experience with investigations of lost or damaged government property. • Demonstrated experience with providing surveillance and evaluation of contractors' property control systems. 3. Demonstrated experience developing recommendations for implementing, administering, evaluating, monitoring, or the management, control, utilization, or disposition of government property. 4. Ability to interpret government contracting and procurement regulations in order to provide recommendations to the USG. 5. One (1) year of the property management experience must be equivalent to the GS-9 level in the federal service. 6. Excellent oral and written English communication skills and demonstrated ability to communicate with accuracy and fluency in order to participate fully and effectively in conversations. 7. Proficient in MS Office suite. 8. Mastery of the concepts, principles, practices, laws, and regulations, which apply to contract property management, property disposal, and repurposing. 9. Demonstrated skills in interacting with other professionals and staff support personnel, in order to provide guidance and assistance and make recommendations related to property and property management, process improvement (to include internal controls), records management, reporting, and end-use-monitoring. 10. Able to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully through FSI course PA-296 distance learning PREFERRED KNOWLEDGE AND SKILLS • A Bachelor is degree in logistics or property management, business administration, or a related field from an accredited college or university. • Demonstrated experience working or coordinating with other U.S. Government agencies (e.g., Justice, Defense, USAID, GSA, etc.). • Demonstrated experience with disposition of property in overseas locations. EVALUATION CRITERIA Factor 1 Offeror's ability to apply the concepts, principles, practices, laws, and regulations, which relate to property management analysis, property disposal principles, concepts, and methodologies to various classes of property and supplies, and to interpret and implement policies and procedures for the repurposing of government property. (30 points) Factor 2 Offeror's knowledge of applied property disposal principles, concepts, and methodologies to perform assignments and apply a practical knowledge of the classes, characteristics, identification criteria, uses and acceptable conditions of a variety of property types to identify, describe and segregate property, and to ensure the correct storage and handling of items. (30 points) Factor 3 Offeror's demonstrated understanding of contract provisions and be familiar with government regulations and procedures for screening and/or disposal of government-owned, contractor-held property. Provide recommendations on the adequacy of the contractor's procedures for effecting property disposal, and to monitor the disposition of excess or surplus property. (20 points) Factor 4 Past Performance evaluation of applicant's ability to perform under contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (20 points) Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
