Description

NOTICE OF INTENT TO SOLE SOURCE This notice is informational only and is neither a request for quote nor a solicitation of proposals. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. Any response to this notice must be detailed information and must show clear and convincing evidence within 3 days that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. Information can be sent to carlos.suggs@va.gov. A&T Systems, Incorporated is currently providing monthly services for PRI's and a separate Centex System consisting of 30 station lines and 6 combination inward and outward network access registers (NAR) with Customer Administration. The PRI's support all telephone traffic for the entire VAMC Louisville Medical Center and allows for a total capability of 144 simultaneous inward and outbound calls to the Medical Center. The telecommunication services provided by A&T Systems, Incorporated are existing services for this location. Substantial duplication of cost to the Government is not expected to be recovered through competition and Unacceptable delays in fulfilling the agency's requirements would occur. Under the authority FAR Part 8.405-6(b)(1), it allows for the procurement of items through other than full and open competition; applicable when "only one source is capable of responding due to the unique or specialized nature of the work." A&T Systems, Incorporated is the only known local source available to satisfy this current need.
