- This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The International Trade Administration (ITA) of the Department of Commerce strengthens the competitiveness of U.S. industry, promotes trade and investment, and ensures fair trade through the rigorous enforcement of our trade laws and agreements. ITA is organized into three distinct but complementary business units: The Global Markets (GM) unit combines ITA's country and regional experts, overseas and domestic field staff, and specific trade promotion programs to provide U.S. firms with the full suite of country-specific export promotion services and market access advocacy, while promoting the United States as an investment destination. ITA Common Data Platform The Common Data Platform (CDP) is an ITA enterprise-wide Web information portal to which is critical to ITA's fulfillment of its trade and economic analysis mission. The platform provides guidance on data availability, usage, and standard business practices as well as serving as a collaborative tool. The CDP provides ITA-wide access, across the U.S. and around the world, to relevant news, information and data resources, identifies recommended resources, and outlines important citation procedures in an effort to promote accuracy and consistency in all ITA work. The goals of the CDP are to: • Increase the amount of high quality trade and economic data available to ITA users by identifying the best sources. • Broadening access to existing sources through DOC agency partnership agreements • Identifying opportunities to fund additional sources by aggregating purchasing. • Improve the quality of ITA analytical products by: o Providing guidance about the best data sources available for specific types of research and analysis o Standardizing the data sources used throughout the ITA to promote more uniform work products Through the CDP portal ITA staff members are linked to over 60 public and proprietary resources on industry, company, and country information, trade and economic data, and tariff and export trade schedules. The purpose of this sources sought is to obtain an online subscription to Global Trade Atlas® (GTA) or an Equal Subscription containing a web-based application providing quick and efficient access to official merchandise trade data from the United States, major trading partners and other countries of interest with easy-to-use functions for searching, displaying, reporting and exporting data for trade analysis, trade counseling, and best prospective markets analysis. The requirements of the subscription are as follows: 1. Trade Data: Countries and Data Updates The subscription shall provide monthly merchandise export and import data for the following: The President's National Export Initiative (NEI) / Next 9 prioritized countries: China Brazil India Saudi Arabia Colombia Turkey Indonesia South Africa Vietnam ITA Current Subscription for monthly trade data from the following: Australia Brazil Canada Chile China Colombia El Salvador Guatemala Honduras Hong Kong India Indonesia Japan Mexico Morocco Nicaragua Panama Peru Philippines Russia Singapore South Africa South Korea Thailand United States EU27 countries: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Rep., Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom. Contractor shall offer monthly data for additional countries and have an active program to add monthly trade data for additional countries to meet possible future trade data needs. ITA may have future needs for monthly data from other countries including ITA U.S. Commercial Service office locations, such as: Algeria, Angola, Argentina, Burma, Dominican Republic, Egypt, Ethiopia, Ghana, Iraq, Jordan, Kazakhstan, Kenya, Kuwait, Lebanon' Libya, Mozambique, Nigeria, Norway, Pakistan, Qatar, Saudi Arabia, Serbia, Tanzania, Turkey, Ukraine, United Arab Emirates, Uruguay. The subscription shall provide annual merchandise export and import data for all countries reporting data to the United Nations. 2. Trade Data Content - The subscription shall provide the following trade data and related content for each country. - Official merchandise export and import data as reported by the reporting countries, providing by HS code the value, quantity and unit price in the reporting country's currency and units. The subscription software shall not standardize or manipulate the reported trade data. - Trade flows including exports, imports, trade balance and total trade by HS codes of 2, 4, 6, 8, and 10-digits for monthly data and by HS codes of 2, 4, and 6-digits for annual data. - Scheduled updates to monthly and annual trade data as soon as the countries report (based on each country's reporting frequency) as well as issued revisions made to past data. - Official sources of data for each country with data collection explanation (e.g., if the data is reported on an FOB or CIF basis). 3. Additional Trade Data for the United States and Major Trade Partners Additional United States Trade Data The subscription shall provide the following: - Exports and imports data for U.S. states monthly 2, 4, 6, 8, and 10-digit HS data - Total exports data for U.S. states by country of destination for monthly data to a 6-digit HS codes and quarterly to 4-digit NAICS basis. - U.S. trade data by customs district, transportation mode (air, container, vessel), port or trade program (GSP, NAFTA, etc.) and partner country - Detailed data on U.S. imports entering under trade preference programs. Additional Trade Data for Major Trade Partners The subscription shall provide the following: -Trade data by China District and transportation mode - Trade data by Canada Province and transportation mode. - Trade data by International ports 4. Trade Analysis Functions and Features The subscription shall provide the following trade analysis functions and features for ease of use, quicker results and user-based customization. - Search for HS codes by keyword or browse the HS hierarchy - Search on trade balance by country or HS code. - Create and save user-defined product and country groupings for searching and reporting for use when industries cut across various HS chapters or for customized analysis of regions or groups of countries. - Customize the time period to view trade data - Save queries and user-specified reports - Use of dynamic excel, mapping features, and further adjustments necessary to access trade data on mobile devises - Archive all reports as PDF files. - Select and export data to Excel or in CSV or plain text format, for customized user analysis - Set up data revision alerts 5. Special Customization for ITA Enforcement and Compliance (E&C) The subscription shall support E&C access to: -Set a custom time period between 2 and 18 months in length -Append Excel files for downloading large amounts of data -Account specific to the Philippines to download especially large amounts of data (including freight and insurance data necessary for Anti-Dumping case calculations). -Download files to SAS program and process all surrogate values for AD cases. 6. User Support and Training Contractor shall provide account support to the ITA CDP Team including: -Individual dedicated Account Manager for product support and discuss trade analysis - Support available via email, teleconferences, in-person presentations - Usage statistics by user as well as ITA business unit will be provided on a frequency as instructed by the ITA CDP Team -Training webinars scheduled during working hours of ITA worldwide staff The DOC is requesting that interested contractors provide a brief capability/information statement demonstrating their ability to provide this service and provide the following information: The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 5. Provide a listing of three (3) most recent projects your firm has performed. 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than three (3) pages plus cover sheet.
