Description
The following are Industry comments and Government responses: Comment 1) The Revised SOW, dated 19 September, section 3.12, has been changed to make it appear that travel in support of the program is limited to only Government test events and meetings. In bidding this effort, how should Contractor's account for other required events, such as subcontractor PDR's CDR's, TIMs, first article / source inspections, etc.? Response 1) Travel will only be reimbursed for travel to and from Government test events and meetings. Other travel should be handled in direct charges or overheads. Comment 2) Is it expected that the initial submission of the MACP and MACC be submitted for proposal evaluation, or that the contractor describe our approach to develop and produce those artifacts? Response 2) Per Section L-900 that will be released with the RFP, the offeror's proposal shall provide a draft Airworthiness Plan that substantiates an adequate approach to airworthiness certification. The letter (if applicable to the offeror's proposal) and the draft Airworthiness Plan shall be an attachment(s) to the Oral Presentation Material. NOTE: The Government assumes that by MACP, you mean Airworthiness Plan. Comment 3) The margin requirement per Section B(2) is 1 inch for each volume in the proposal notebook. Is it the Government's intent that this apply to the Section III Engineering Proposal - Oral Presentation, as well? Response 3) In accordance with L-900 that will be released with the RFP, For the Oral Presentation Material, a margin of ½ is allowed for the charts. The notes pages should abide by the 1 inch margin. This applies to written and digital copies of the proposals.
