Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the, Naval Sea Systems Command (NAVSEA). The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. All information is to be submitted at no cost or obligation to the U.S. Government. No award will be made as a result of this market survey. Requests for solicitation will not receive a response. If a formal solicitation is generated at a later date, a solicitation notice will be published. The purpose of this sources sought is to seek the availability and capability of qualified small business concerns, including 8(a) small businesses, Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB) that are interested in and capable of performing the work described herein: NAVSEA is seeking companies to perform engineering support services in support of the Naval Systems Engineering Directorate (SEA 05). The mission of SEA 05is to provide leadership and independent Technical Authority for ships and ship systems to support NAVSEA goals and objectives. SEA 05C, Cost Engineering & Industrial Analysis, serves as the Navy's technical authority for cost engineering; SEA 05D, Surface Ship Design & Systems Engineering, has techinical authority for naval surface ship design and total ship integration; SEA 05H, Integrated Warfare Systems Engineering, has techincal authority for ship warfare systems and interior communications and related human systems integration; SEA 05L, Littoral & Mine Warfare Design & Systems Engineering, has technical control and oversight of the operating LMW Systems fleet; SEA 05M, Warfare Systems Engineering - Littoral & Mine Warfare, has technical authority for senors, weapons, and combat control systems; SEA 05N, Warfare Sysems Engineering - Undersea, has technical authority for submarine, submersible, and rescue vehicle sensors and weapons & combat control systems; SEA 05P, Ship Integrity & Performance Engineering, has technical authority for signatures and susceptibility, vulnerability, shock, damage control and firefighting, propellers, propulsors, control appendages, weights, stability, and seakeeping; SEA 05S, Technical Policy & Standards, develops and maintains NAVSEA technical policy and guidance; SEA 05T, Technology Office, is the programs authority for assigned research & development; SEA 05U, Submarine/Submersible Design & Systems Engineering, has technical authority for acquisition and in-service submarine, submersible, & submarine rescue design; SEA 05V, Aircraft Carrier Design and Systems Engineering, has technical authority for aircraft carrier research & development; SEA 05W, Warfare Systems Engineering-Surface, has technical authority for sensors weapons & combat control systems; SEA 05Z, Marine Engineering has technical authority for machinery and mechanical systems; and SEA 05X plans & executes strategic relationships with Univeristy Afflifated Research Centers. NAVSEA seeks to identify qualified small business concerns, as described above, who can perform any or all of the following seven tasks, understanding that, should any task be identified as a small business set-aside, under the FAR, any small business concern selected as the prime contractor would be required to perform at least 50% of the work itself. Refer to the following for broad characterization and estimated hours of the work associated with each task. Refer to the attached statement of work for the specific tasks that could be included under any task. The contractor shall perform programmatic and engineering support of operating the Naval Systems Engineering Directorate of NAVSEA, including: 1. SHIP DESIGN INTEGRATION (CVN/Subs) for NAVSEA 05V and 05U - estimated hours annually 58,393. -Demonstrated technical capability in ship design integration and engineering support for aircraft carriers and submarines and experience in compliance with OSD and Navy policy guidance. 2. SHIP DESIGN INTEGRATION (Combatants) for NAVSEA 05D - estimated hours annually 174,695. -Demonstrated technical capability in ship design integration and engineering support for surface combatants and experience in compliance with OSD and Navy policy guidance. 3. SHIP DESIGN INTEGRATION (Amphibs and Auxiliaries) for NAVSEA 05D - estimated hours annually 174,695. -Demonstrated technical capability in ship design integration and engineering support for amphibious ships and naval auxiliaries and experience in compliance with OSD and Navy policy guidance. 4. MARINE ENGINEERING for NAVSEA 05Z and NAVSEA 05T - estimated hours annually 45,266. Demonstrated technical capability in engineering support in marine engineering as it pertains to Navy shipboard systems and experience in compliance with OSD and Navy policy guidance. 5. NAVAL ARCHITECTURAL SCIENCE for SEA NAVSEA 05P -estimated hours annually 38,411. Demonstrated technical capability in naval architectural science as it pertains to navy shipboard systems and experience in compliance with OSD and Navy policy guidance such as DoD and Navy policy guidance. 6. SENSORS/WEAPONS/COMMUNICATIONS for SEA 05H, 05L, 05M, 05N and 05W - estimated hours annually 104,306. -Demonstrated technical capability in naval shipboard sensors, weapons and communications systems and experience in compliance with OSD and Navy policy. 7. COST ENGINEERING for NAVSEA 05C - estimated hours annually 41,192. -Demonstrated technical capability in cost engineering and cost estimating and experience in compliance with OSD and Navy policy guidance. -Demonstrated technical capability in developing cost analyses, cost risk analyses, cost estimates, conducting reviews and studies in support of ship, ship system, combat and weapon systems programs to meet the requirements of the DoD and Navy acquisition policies. The Government requests that the contractor's description of their capabilities be sectioned based on the 7 areas of evaluation, listed above. The primary place of performance will be the Naval Sea Systems Command at the Washington Navy Yard in Washington, D.C. The Government projects that approximately 26% of the needed contractor support will work at various locations, primarily military installations, outside of the DC Metro area. Labor Mix (estimated) Senior Personnel ( 15 years or more) 26%---- Mid-Level Personnel ( greater than five and less than 15 years) 54%-----Junior Personnel (at least one year and up to five years) 20%. All Contractor personnel shall possess a final SECRET clearance. Some personnel may be required to have a TOP SECRET clearance. Personnel security clearances (PCLs) must be verifiable in the Joint Personnel Adjudication System (JPAS). The Contractor shall possess a TOP SECRET facility clearance from the Defense Security Service (DSS) as verified within the Industrial Security Facilities Database (ISFD) at time of proposal submission. Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 15 single-sided pages presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above and demonstrates similar work that has been performed in the past. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concerns name and address). Statements should also include your business size in terms of revenue. Responses will be reviewed only by NAVSEA Government personnel and will be held in a confidential manner. Questions regarding this requirement must be submitted by email and directed to Farzad Afrasiabi at farzad.afrasiabi@navy.mil. In the event a solicitation is issued, a NAICS code 541330 with a size standard of $14Million is being considered. The prime vendor must have the capability to perform at least 50% of the total effort. A copy of the capability statement must be received at farzad.afrasiabi@navy.mil no later than 14:00 on October 29, 2014 Eastern Standard Time. All contractors must have a valid registration in the Systems for Award Management (SAM) https://www.sam.gov/portal/public/SAM/.
