- DRAFT Statement of Work for this effort. Copy of the Sources Sought Notice description provided on FBO.gov The purpose of this Sources Sought Notice is to obtain feedback from industry in regards to the attached DRAFT Statement of Work (SOW), as well as to obtain responses to the below questions. The U. S. Coast Guard (USCG) has a requirement to provide the Republic of Chad and the Republic of Niger with identical packages of three (3) 20'-23' riverine boats (total requirement of six (6) boats), as well as accompanying boat outfit items, spare parts, and in-country training support in the Republic of Chad and Niger. This effort is part of the Department of State's Building Partnership Capacity (BPC) program, and is implemented into the USCG and funded via Foreign Military Sales (FMS) Case B1-P-SAA. The US Government has allocated funding via FMS Case B1-P-SAA to enhance Chad and Niger's capacity for policing their local riverine borders. The USCG anticipates structuring this procurement in a way that maximizes competition while still meeting the stated requirements. The USCG intends to meet the requirements identified above using commercial items, and anticipates setting aside this requirement amongst one of the following socio-econonic business categories: Historically Underutilized Business Zones (HUBZONE), Women-Owned Small Businesses (WOSB), Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Thus, the USCG seeks responses to this Sources Sought Notice from companies that fall under the above-mentioned socio-economic categories. The USCG would like any interested parties to review the attached DRAFT Statement of Work (SOW), and to respond to this Sources Sought Notice with a Capabilities Statement which provides the following information: 1. Name of Company, Address, DUNS Number/CAGE Code, and Point of Contact Information (i.e. phone number, and email address); 2. Business Size Classification (Small Business, Veteran-Owned Small Business, Service-Disable Veteran-Owned Small Business, HUBZONE, 8(A), Small Disadvantaged Business, Woman Owned, or Other-Than-Small Business); 3. Evidence of Experience in Work Similar in Type, Scope, and Complexity the Subject Requirement. Please Include Contract Numbers, Project Titles, Dollar Amounts, Points of Contact and Telephone Numbers, and a Statement of the Scope and Breathe of the Projects; 4. A Rough Order of Magnitude (ROM) of the cost to provide the boats, accompanying outfit items, spare parts, and in-country training provisions outlined in the attached DRAFT SOW for this effort; and 5. A Statement of Your Interest in Submitting a Quote for This Requirement. In consideration of the attached DRAFT SOW, please address the following within your Capabilities Statement: Boat Specifications - a) Please specify if your company offers a commercial boat that meets the boat specifications listed in the SOW. Also, please indicate if any modifications to your company's commercial offering would be required to meet the SOW requirements; b) Please provide boat specifications and characteristic information demonstrating the ability to meet the requirements as described in the attached DRAFT SOW (including boat model number(s), description(s), and technical specifications); c) Please confirm if the required outfit items (trailers, radios, navigation suites, etc.) identified in the SOW can be provided alongside your company's boat offering. Spare Parts - a) Please specify whether your company's spares offering is included as a lump sum package, or listed per individual spares item; b) Please specify how your company's spare parts are sold in relation to the boats supported (i.e. one spares package per one boat, or one spares package to support all boats ordered?) c) Please specify how your company's sparing model is sufficient to meet the operational requirement within the SOW of being able to support up to five hundred (500) hours of boat usage per boat, per year, for a minimum of two (2) years. Also, please provide any underlining assumptions used in the crafting of your spare parts packages. Training Requirements - a) Please indicate in your capabilities package evidence of any prior experience providing OCONUS boat training with foreign militaries in locations with similar operating conditions as can be found in the Republic of Chad and Niger. These operating conditions include limited infrastructure, logistical constraints, language barriers, and students with limited maritime experience. Competition and set-aside decisions may be based on the results of this market research. Failure to submit information in sufficient detail may result in considering a company as not a viable source. Interested parties must be registered in the System for Award Management (SAM), formerly the Central Contractor Registry (CCR), as prescribed in FAR Clause 52.232-33. SAM can be obtained by accessing the internet at https://www.sam.gov. There are no funds associated with this sources sought notice. This notice is for market research purposes only, and does not constitute a Request for Proposal; it is not considered to be a commitment by the Government, nor will the Government be obligated to pay for the information requested. No basis for claim against the Government shall arise as a result of responding to this Sources Sought. The Government reserves the right to use any information obtained from this Sources Sought at its sole discretion. It is the potential offeror's responsibility to monitor the FEDBIZOPPS website at https://www.fbo.gov for release of any future solicitation that may result from the sources sought.
