- The Department of Labor (DOL), on behalf of the Office of the Secretary intents to negotiate a firm fixed priced contract vehicle with Don Bosco Cristo Rey Work Study of the Archdiocese of Washington, Inc. (DBCRWS), 1010 Larch Avenue, Takoma Park, Maryland 20912 under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance shall for one base year and three-one year options from the date of award. The North American Industry Classification System (NAICS) code for this requirement is 611110 with a size standard $10 million. The purpose of this requirement is to procure administrative support services through a work-study partnership program. DBCRWS will furnish a team of high school students to DOL who will rotate in assignments, performing largely administrative support duties that will provide them with experience interacting with supervisors and co-workers, meeting deadlines, functioning as part of a team, and gaining exposure to a range of programmatic areas. This contract vehicle will allow DOL to collaboratively provide, with DBCRWS, a skill development program for participating economically disadvantaged high school students from the Washington, D.C. metropolitan area as well as to identify how such a program can be implemented in the federal government context. Given the students' ages (some of whom would be under 16 years old) and in accordance with the applicable Fair Labor Standards Act requirements (see 29 CFR 570), there are limitations in the type of work to be performed and the hours worked by the students. DBCRWS is the only identified local entity with such a program approved by the Wage and Hour Division under 29 CFR §570.37. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government. Information related to the potential availability of other sources that can fulfill this requirement must be received by the Contracting Officer listed below via electronic mail at Stepney.kim.l@dol.gov no later than 12PM, Eastern Standard Time on October 20, 2014.
