- Combined Synopsis/Solicitation Combined Synopsis/Solicitation For American Library Association Midwinter and Annual Conference Space 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation (LCLSM15Q0007) is being issued as a Request for Quotation (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR) as of the date of this solicitation. All responsible sources may submit a proposal. 2. The North American Industry Classification System (NAICS) code is 531120 - Lessors of Non-Residential Buildings (except mini-warehouses). Offerors must be registered in the System for Award Management at http://www.sam.gov, in order to be considered for award. 3. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see http://www.acquisition.gov. The Government contemplates an award of a Firm Fixed Priced purchase order contract resulting from this solicitation. This acquisition is unrestricted. FAR Clauses 52.212-1 Instructions to Offerors Commercial Items (April 2014) and FAR 52.212-2 Evaluation - Commercial Items (Jan 1999) are included with addenda. Addenda to 52.212-4 Contract Terms and Conditions - Commercial Items (May 2014) are included in the body of the RFQ. FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders is included. 4. Description of services: This requirement is. Midwinter meeting exhibit: The Library of Congress needs to acquire 400 square feet of exhibit booth rental space and 4 corners at the midwinter meeting of the American Library Association (ALA) conference. The exhibits at the ALA midwinter meeting will be housed in the McCormick Place Convention Center in Chicago, IL. The exhibits will be open from Friday evening, January 30, 2015 through Monday afternoon, February 2, 2015. Setup for the exhibits begins on Wednesday, January 28, 2015 and the removal of exhibits begins Monday afternoon, February 2, 2015. Annual conference exhibit: The Library of Congress needs to acquire 1,200 square feet of exhibit booth rental space and 4 corners at the annual conference of the American Library Association (ALA). The exhibits at the ALA annual conference will be housed in the Moscone Convention Center in San Francisco, CA. The exhibits will be open from Friday evening, June 26, 2015 through Monday afternoon, June 29, 2015. Set up for the exhibits begins on Wednesday, June 24, 2015 and the removal of the exhibits begins Monday afternoon, June 29, 2015. 5. Deliverables: Midwinter meeting exhibit: The 400 square foot exhibit space needs to be available for booth set-up on Wednesday, January 28, 2015 in the McCormick Place Convention Center in Chicago, IL. The removal of the exhibit needs to begin Monday afternoon, February 2, 2015 through Tuesday, February 3, 2015. Annual conference exhibit: The 1,200 square foot exhibit space needs to be available for booth set-up on Wednesday, June 24, 2015 in the Moscone Convention Center in San Francisco, CA. The removal of the exhibit needs to begin Monday afternoon, June 29, 2015 through Tuesday, June 30, 2015.5. The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the lowest price technically acceptable offer. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item.(May 2014) or state that the Representations and Certifications in the System for Award Management are current, accurate, and complete as of the date of the submission of their proposal/offer/quote. (Accessible at the FAR Site, http://www.acquisition.gov) 7. Submit the documents required in section L and M of the attached solicitation in response to this RFQ: A. Technical Proposal addressing the technical factors described in section L and M. B. Price Quotation C. Past Performance information The offer shall be submitted electronically via email to Jeff Gangi at jgan@loc.gov, and cc: to Andrew Sullivan at ansu@loc.gov, by 12:PM. EST on October 14, 2014. Inquiries concerning any areas which, in the offeror's opinion, require clarification or correction must be submitted in writing to the Contracting Officer by 12:00 PM EST on October 10, 2014. Answers to questions of a substantive nature will be provided to all offerors. 8. The technical proposal (which includes past performance information), must be submitted as a separate document/file from the price proposal. Offerors who fail to complete and submit the requirements above may be considered non-responsive.
