TO: ALL POTENTIAL OFFERORS FROM: Mission Installation Contracting Command-Fort Belvoir (MICC-Belvoir) Contract Support Element to Warrior Transition Command (MICC Belvoir-CSE WTC) 200 Stovall Avenue, Hoffman Building, Room 7N07 Alexandria, VA 22332 SUBJECT: Source Sought (SS) for Wounded Warrior Transportation Phoenix, AZ 1. MICC Belvoir - CSE WTC is currently conducting market research for a potential requirement to provide non-personal services providing transportation for Wounded Warriors in Phoenix, Arizona in support of the Warrior Care and Transition Program (WCTP). The anticipated North American Industry Classification System (NAICS) Code for this requirement is 485991, Special Needs Transportation, with a small business size standard of $14M. The Standard Industrial Classification (SIC) is 4119, Paratransit Transportation Services. The objective of this SS is to determine what Small Business resources are available to perform this specific type of requirement. This SS is for market research purposes only and does not constitute a solicitation or a promise to issue a solicitation in the future. This SS does not commit the MICC-Belvoir to contract for any supply or service whatsoever, and at this time, no proposals are requested. 2. The contractor shall provide non-personal services as follows: a. Non-ambulatory Wounded Warrior transportation (stretcher, gas cylinder secure storage, etc.) within the Phoenix Metro region; b. Ambulatory Wounded Warrior transportation (wheelchair ramp/lift, wheelchair safety straps, etc.) within the Phoenix Metro region; c. Non-medical Wounded Warrior transportation 10-12 passengers; d. Non-medical Wounded Warrior transportation 6-9 passengers; e. Non-medical Wounded Warrior transportation 1-5 passengers; f. Certified Nursing Assistant during transportation; g. Unlicensed attendant during transportation. 3. The following information is requested with this SS: a. Name of Organization, Company Cage Code, DUNS, Address, and Point(s) of Contact with telephone number and email address; b. Any Small Business Status (8(a), HUB Zone, veteran-owned, women-owned, etc.); c. Please indicate which NAICS code(s) your company usually performs under Government contracts for this type of requirement; d. Department of Defense (DoD) Multiple Award Indefinite Delivery Indefinite Quantity contract holders should identify their DoD contract information which supports the services described in this SS. 4. In order to be eligible for award, offerors must be registered in the System for Award Management (www.sam.gov) under NAICS 485991, Special Needs Transportation. 5. If your firm is capable of providing the requirements described in this SS, please provide a capability statement and any feedback/ questions that your company may have pertaining to this requirement to Laura L Specians, laura.l.specians.ctr@mail.mil, by October 20, 2014, 1300 EDT. The capability statement should include general information and technical background describing your firms experience in contracts requiring similar efforts to meet the program objectives and be no longer than five (5) pages in length. 6. Again, please be aware that this SS is issued for informational and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. MICC-Belvoir is currently conducting market research to locate qualified, experienced, and interested potential Small Business sources. The information requested by this SS will be used within the MICC-Belvoir to facilitate decision making and will not be disclosed outside of the government.
