Description
The Centers for Disease Control and Prevention is seeking sources for the following job descriptions in support of the Ebola effort: 1. Emergency Management Specialist: Responsible for emergency response coordination, management and preparedness activities within the Centers for Disease Control and Prevention (CDC), 24 hours a day/7 days a week. This position requires the employee to adapt to alert/notification systems supporting response to potential public health threats or emergencies, public health consultation services, implementation of emergency alert, notification and escalation procedures, incident emergency management, and incident drills/exercises. Additionally, the emergency management specialist will assist in researching and developing guidance material for response personnel for use during public health responses, preparedness training and exercises, including material management, deployment support, personnel and equipment management, and response operations related to all hazards (e.g., bioterrorism, technological, radiological, chemical, environmental, and natural disasters). 2. Logistics Management Specialist: Performs technical support and routine aspects of projects related to all logistics management functions, but primarily supply, in support of a logistics organization. Assistance in planning and conducting projects and staff studies on major issues addressing the supply aspects of world wide logistics. Follows established methods and procedures developed by the emergency management specialists to conduct initial research to help define the problems and depth of analysis needed. Reviews data from regulatory material, sundry reports and other applicable documents. Visits field sites to collect data and/or acquires needed information via automated means. In coordination with the emergency management specialist; compiles data, prepares charts, graphs, tables, etc. and analyzes results. May make informal recommendations and assist with final reports. 3. Transportation Management Specialist(s): Required to perform and complete complicated commerical travel actions for deployment supplies and emergency deployed personnel. Must be able to communicate effectively with a variety of people, especially in times of emergency. Transportation specialists at the operations level may be required to administer customer service, especially if the position involves transporting or working with the public. 4. AirPort Screeners and Contract Tracer(s): Clinical personnel and Epidemiologists that can do contract tracing and traveler rapid assessment of health status. Minimum requirement is Registered Nurse, Physician (MD or DO). These are roles that might deploy overseas, or work at domestic airports here in the United States. This would need to cover all major airports in the United States and perhaps some airports overseas. Any interested companies must have the capabilities and qualifications to perform these services in the United States and West Africa. Any interested companies are welcome to submit a capability statement in response to this sources sought notice. Capability Statement/Information Sought Interested companies should submit a capability statement specifically addressing the criteria listed below: a. Your staff expertise, including your availability, experience, and other formal training. b. Your completed projects similar in nature. c. Your corporate experience and management capability. Provide any examples of prior completed Government contracts. Page Limitation Capability Statements shall be limited to 8 Single-spaced pages including cover page. Pages shall be formatted as follows: MS Word, 8.5 x 11, 12 pitch, Times New Roman font with one (1) inch margins. Response Due Date Submit capability statements via email to Timothy Willliams, Contract Specialist at: TLWilliams3@cdc.gov. Responses must be submitted not later than 1:00pm, Eastern Standard Time (EST) by October 28, 2014. Capability Statements will NOT be accepted after the due date. This is a Sources Sought notice. This is NOT a request for proposal and does not commit the Government to issue a solicitation, make an award, or pay any costs associated with responding to this notice. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources relative to the North American Industry Classification System (NAICS) code. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. All submitted information shall remain with the Government and will not be returned.
