RFI D15PS00012 - Request for Information Market Survey for Vendor Capabilities to Provide Enhanced 911 (E911) Service for DOI locations in Washington DC and Lakewood CO This Request for Information (RFI) is being issued by the U. S. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) for the DOI, Office of Chief Information Officer (OCIO), Telecommunications Services Division. This is solely market research to identify potential sources that are interested in and capable of performing the work described in this RFI. The purpose of this RFI is to identify potential sources that can provide Enhanced 911 (E911) Service for DOI IBC locations in Washington DC and Lakewood CO. The E911 service would link emergency caller location information to emergency responders when 911 is dialed from the IBC telephone system in the Washington DC and Lakewood CO locations. This RFI is issued solely for information purposes and does not constitute a solicitation or obligation on the part of the government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Dependent upon the results of this market survey, AQD may subsequently issue a solicitation to acquire the appropriate E911 services. Any such solicitation will be based on a written requirement, and will be issued as a firm fixed price award. Acknowledgement of receipt of responses will not be made. This notice is being issued on the Federal Business Opportunities page as well as on the GSA Federal Supply Schedule E-Buy Portal to ensure a thorough survey of the market has been performed. DOI BACKGROUND: The Department of the Interior protects and manages the Nations natural resources and cultural heritage; provides scientific and other information about those resources; and honors its trust responsibilities or special commitments to American Indians, Alaska Natives, and affiliated island communities. The OCIO is responsible for the Departments IT Transformation plan to cut cost and modernize IT infrastructure. The Voice Branch within its Telecommunications Services Division manages a hybrid telephone system that includes both digital and Voice over Internet Protocol (VoIP) equipment, providing service to multiple locations throughout the United States. REQUEST FOR INFORMATION: We are reviewing the market place for a commercial Enhanced 911 (E911) service for DOI IBC/OCIO locations in Washington DC and Lakewood CO. There are currently approximately 2700 records in the Washington DC locations (Main Interior Building and South Interior Building) and approximately 2000 records in the Lakewood CO locations. The E911 service would link emergency caller location information to emergency responders when 911 is dialed from the IBC/OCIO telephone system in the Washington DC and Lakewood CO locations. The E911 service would include sustaining maintenance, routine database audits, archiving data, and ensuring appropriate data match between TELCO database and switch Automatic Number Identification (ANI) link database, record station moves, adds, changes and disconnects in to the TELCO Automatic Location Identification (ALI) database and the switch ANI Link database. If your company provides the service as previously described in this RFI, please submit your written response via email in accordance with the Submission Information indicated in this RFI. SUBMISSION INFORMATION: All potential sources with the capability to provide the above referenced requirement are invited to submit, in writing, sufficient information to demonstrate the vendors ability to provide Enhanced 911 service for locations in Washington DC and Lakewood CO. All responses must identify capabilities/expertise in all the above services. Additionally, a price list is to be submitted which identifies the vendors pricing structure. The government may conduct informal, interactive exchanges with potential vendors who provide capability statements in accordance with this market survey request. The government reserves the right to invite one or more market survey participants to discuss their capability of performing similar commercial activities, experiences, and current business best practices. The informal meetings are for information gathering only. The information obtained from this market survey and informal exchange may be used to form the basis of a future solicitation.
