- The Department of Veterans Affairs, Network Contracting Office 7, hereby provides notice of its intent to award a sole-source, firm fixed contract to Welch Allyn, Address: 4341 State St., Skaneateles Falls, NY 13153-5300. Funding will be less than $1,000,000.00, including three, 12 month options. The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year beginning 12 months from award, with four additional 12 month option years. The contract will provide onsite preventative maintenance and corrective maintenance for 365 Welch Allyn VSM 6000 series Vital Signs Monitors currently in use, on-site and validated at the Ralph H. Johnson VA Medical Center in Charleston SC. NAICS code: 811219 OTHER ELECTRONIC AND PRECISION EQUIPMENT REPAIR AND MAINTENANCE (SBA Size Standard $20.5M) The services required meet Department of Veterans Affairs' legal obligation to continue the maintenance and repair services on these machines/equipment that are uniquely manufactured and serviced only by authorized Service Representatives of Welch Allyn. The Department of Veterans Affairs believes that awarding the proposed contract to another source would result in unacceptable delays in meeting this legal obligation, as well as substantial additional costs to the government, and the potential of voiding the warranty on existing equipment. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this requirement no later than October 16, 2014, 10 AM, EDT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting the Department of Veterans Affairs requirements will be considered for award. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with "RESPONSE TO INTENT TO SOLE SOURCE WELCH ALLYN PATIENT MONITORS" in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Ronnette Coffman by email at Ronnette.coffman@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
