Description
Instructions for Preparation of Responses and Capabilities Statement Deliverables. Supporting technical information. Summary extract of CFMO Support PWS. CAPABILITIES STATEMENTS SOUGHT, TO BE SUBMITTED BY 5:00 P.M., 17 OCTOBER 2014. The Army National Guard Directorate (ARNG) of the National Guard Bureau (NGB) invites interested SBA-Certified 8(a) firms to submit Capabilities Statements for meeting the following Professional and Technical Services: Military Construction (MILCON) programming and project management support services to support the ARNG Installations Division's Construction and Resource Management Branch, specifically to support ARNG management of critical installations mechanisms supporting state/territory CFMOs in planning, programming and design of MILCON projects, project management, and design criteria expertise. These services consist of support to the Installations Division and also to designated CFMO offices in the States/Territories based on approved projects, and approximately 85% of a contractor's employees time will be off-site in a travel status to a state/territory. Personnel supporting the CFMOs must have demonstrated specific knowledge of ARNG CFMO operations and a minimum of five (5) years of experience as a state/territory CFMO or Deputy CFMO, with demonstrated knowledge of MILCON master planning, program administration and execution, work classification, Federal fiscal law, the key principles of Sustainment, Restoration and Modernization (SRM), and demonstrated understanding of DD Form 1354s, NGB Form 86-R, NGB Form 87-R, the Army Stationing and Installation Plan (ASIP), the Army Real Property Planning and Analysis System (RPLANS), Military Construction Cooperative Agreements (MCCAs), and DD Form 593. Tasks Task 1 - MILCON Program Assistance. Paticipation in site visits to state/territory CFMOs to assist and support MILCON program execution and management. Technical assistance will be given to CFMO personnel regarding ustilization of program scoping and project planning documents, including 1 - development of initial strategy recommendations, 2 - the project alternatives evaluation process, and 3 - assessment of work classification and fiscal law implications of projects. If necessary, personnel will travel to the site of any facility damage to assist in estimation of damage and follow-on actions, including reports, findings and recommendations on courses of actions. Task 2 - Assist state/territory CFMO in the Architect-Engineer (A-E) firm selection for MILCON project design/construction. If the situation requires it, perform duties as the Master Planning Charrette Facilitator in accordance with the provisions of the Federal Acquisition Regulation for project location, volume of Department of Defense work being performed, and Small Business participation of regional firms.
