- Justification for an Exception to Fair Opportunity Sep 30, 2014 the Air Force Research Laboratory (AFRL)/RIKE issued a Cost Plus Fixed Fee task order with a Period of Performance of 12 months titled: "Enhancements For The Savant Community" to Northrop Grumman Systems Corporation, on a sole-source basis in accordance with FAR 16.505(b)(2)(i)(C) through the GSA Alliant Government-wide Acquisition Contract (GWAC) #GS00Q09BGD0056 to provide performance-based services for enhancement, maintenance and user support for the databases, tools and applications that are a part of the baselined Systematic Architecture for Virtual Analytic Net-Centric Threat Information (SAVANT TM ) architecture and the Dynamic Information Operations Decision Environment (DIODE), and related software tools, databases and software applications. Major components of the SAVANTTM are the: Knowledge Pre-positioning System (KPS); Virtual Production System (VPS); Virtual Intelligence Product Retrieval Environment (VIPRE); the SAVANTTM Metadata Repository (SMR); and the Joint Analytic Data Editor (JADE). Sustainment services and software enhancements will be delivered to the National Air and Space Intelligence Center (NASIC), Marine Corps Intelligence Activity (MCIA) and the Office of Naval Intelligence (ONI) National Maritime Intelligence Center (NMIC). The statutory authority which permits a fair opportunity exception for this acquisition is FAR 16.505(b)(2)(i)(C). This authority is supported by a Justification for an Exception to Fair Opportunity (SAF/AQCP Template, 29 Jul 2014), approved on 27 Aug 2014. AFRL has appointed an Ombudsman to hear concerns from potential Offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government Personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Mr. Michael R. Ferenti.
