- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Treatment (CSAT) intends to sole source to: Elsworth Dory Support System 6101 Marlin Lane Camp Springs, MD 20748 CSAT seeks to obtain expert consultation services to help: (1) assure that CSAT's regulation of Opioid Treatment Programs (OTPs) is consistent with current regulations and state and federal inspections reports; (2) provide technical assistance and materials development to assist states in providing treatment services; (3) assist CSAT in consultations with treatment providers; and (4) create updated standards for on-site inspections. Elsworth Dory is uniquely qualified to perform these services. Formerly, Mr. Dory held the position of Investigator for the Narcotic Treatment Program Team in the Food and Drug Administration's (FDA's) Division of Scientific Investigations. In this position, he was responsible for assuring treatment program compliance and routinely guided his team through a myriad of functions, including: (1) review and approval of methadone maintenance and Levomethadyl acetate (LAAM) outpatient and hospital treatment program applications; (2) review and approval of patient exception requests and program updates; (3) maintenance of the National Directory of Approved Narcotic Treatment Programs; (4) liaison activities with the Drug Enforcement Agency (DEA) and state/local narcotic treatment program officials; and (5) enforcement activities such as review of inspection reports, issuance of warning letters, and withdrawing treatment program approval. Mr. Dory's qualifications are enhanced by his expertise in both investigative and compliance methods. Mr. Dory has taught the first and every subsequent update of SAMHSA/CSAT courses covering compliance with the FDA Narcotic Addict Treatment Act regulations. He has been a member of the Interagency Narcotics Treatment Policy Review Board and is a key resource to federal agencies, including SAMHSA, FDA, and DEA, among others. This is not a solicitation for competitive proposal. No solicitation document is available.
