- The Fleet Logistics Center (FLC) Norfolk, Philadelphia Office, is issuing this Sources Sought Synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Department of the Navy (DON) Alternative Dispute Resolution (ADR) Office of the Office of the General Counsel (OGC), Washington DC in providing ADR training and mediation services. The required services include, but are not limited to, the following functions: provide training to DON employees on basic and advanced mediation skills as part of the DON Certified Mediator Program; provide training in various dispute resolution processes; provide mediation services to augment the existing cadre of DON Certified Mediators; and provide mediator mentoring services. The NAICS Code is 611430 and the corresponding size standard is $11.0 Million. The anticipated period of performance is 01 July 2015 through 30 June 2020 (12-month base period with four 12-month option periods). There is no solicitation at this time. This request for capability information does NOT constitute a request for quotes; submission of any information to this market survey is strictly voluntary; the Government assumes no financial responsibility for any costs incurred for preparation of responses to this Sources Sought notification or any follow up information requests. All responses will be considered. Extraneous materials (brochures, manuals, etc.) will not be considered. If you organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, POC, email address, web-site address, telephone number, and size and type of ownership for the organization. Please provide your Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code. 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Additionally, provide a description of similar services offered to the Government and/or to commercial customers for the past three years.
