Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Mobile District, US Army Corps of Engineers (USACE) intends to negotiate on a noncompetitive basis in accordance with FAR 6.302-1(a) (2) quote. Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements for the Lock Operations Management Application (LOMA). The USACE Mobile intends to request a quote from Instrumental Solutions, 721 China St., Vicksburg, MS 39183. The overall goal of is increase the Transceiver systems by 15 from an existing total currently at 114 locations. LOMA is to increase navigation situational awareness of USACE staff, especially those at locks, provide vessel operators better navigation and safety information; provide Corps management better information on which to base navigation decisions and to facilitate exchange of navigation information with external users to include other government agencies, the towing industry and the public. The equipment and installation service will be delivered to the Mobile District, USACE. FSC Code is 5962, NAICS Code is 334516, and size standard is 500 employees. The sole source determination based on the LOMA operating system, AToN equipment, and ISI as being the only eligible company that can deliver the equipment and desired service without resulting in substantial duplication of costs to the Government that is not expected to be recovered through competition. This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest, accompanied by supporting literature, to the Contracting Officer no later than 10:00 a.m., October 15, 2014. Responses should be sent to Jason.b.meyers@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
