Description
This is a Sources Sought issued by The United States Army Contracting Command - Redstone Arsenal, Huntsville, Alabama on behalf of the Program Executive Office, Missiles and Space, Cruise Missile Defense Systems Project Office, Joint Land Attack Elevated Netted Sensor Systems (JLENS) Project Office. Army Contracting Command-RSA submits the following Sources Sought as an announcement for engineering services and technical support for the JLENS orbit deployed at Aberdeen Proving Grounds, Maryland. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System code assigned to this procurement is 541330. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The Government is seeking sources for engineering services/technical support inclusive of non-repetitive investigation, inspection, analysis and corrective action, and test and evaluation efforts for the JLENS Orbit. This Sources Sought is issued solely for informational, market research, and planning purposes only and is not a request for competitive proposals, quotations or an invitation to reimburse contractors for either effort or the associated cost to respond or any follow up information requests. These costs remain solely the responsibility of the responding contractor. This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service. Not responding to this notice does not preclude participation in any future RFP, if one is issued. Responses to this notice are not offers and cannot be accepted by the US Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this notice. The Government does not own the technical data rights to the JLENS Orbit developed by Raytheon Company under previous contracts. The submission should include the following information: 1) Organization name, address, email address, web site address, telephone number, size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought NLT 17 October 2014, 2:00 CDT.
