Assistant Training Coordinator Washington, DC Issuance Date: 10/08/2014 Closing Date: 11/05/2014 SOLICITATION NUMBER: PSC-14-045-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. POSITION TITLE: Assistant Training Coordinator 6. MARKET VALUE: $89,924 - 138,136 (GS 13/14 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Washington, DC 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State (DOS). The Office of Criminal Justice Assistance and Partnership (INL/CAP) provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to police development programs globally. INL/CAP also assists INL in developing strategic partnerships with US state, county, municipal, and federal law enforcement agencies, to improve the quality and personnel of INL programs. Criminal justice assistance is a core component of rule of law development, which is critical to helping countries fight destabilizing crime / corruption and promoting good governance. Currently, INL manages criminal justice policy and programs in numerous countries, employing thousands of people in the field to implement these programs. The different programs include deployment of American experts in the fields of policing, corrections, and justice to multilateral police assistance missions, including direct secondment of US police officers to United Nations (UN) missions (UNPOL); bilateral programs to train and build capacity of justice sector institutions, deployment of mentors or other technical advisors, provision of infrastructure and equipment, and working with partners, including grantees, private sector firms and US governmental entities to implement key programs. Purpose The Assistant Training Coordinator will plan and administer training for criminal justice sector advisors deploying to peacekeeping and criminal justice reform programs implemented by INL. The Assistant Training Coordinator will be the Acting Training Coordinator in the Training Coordinator's absence. Relationship The Assistant Training Coordinator (ATC) reports to the INL/CAP Deputy Director. The ATC will have no supervisory responsibilities. Duties and Responsibilities • Coordinates with INL program offices and develops plans and programs for implementation and improvement of INL's pre-deployment training in order to meet specific program goals. Provides subject matter expertise to program offices on the pre-deployment training process and adult-centric learning strategies. • Represents the Training Coordinator at INL/CAP staff meetings, INL/CAP Team Leader meetings and other meetings as required, regarding improvement and management of the pre-deployment training program. • Provides regular updates and analysis to the INL/CAP Training Coordinator, and Training Team leader, in the Coordinator's absence, regarding programmatic activities, accomplishments, problems, and solutions. • Works with the Training Team program officer developing budgets and identifying project resource needs for contract and program management. • Assists in the development of lesson plans, lessons learned initiatives, and adjunct training personnel selection. Assists with the re-design and improvement of existing curriculum. • Delivers and coordinates training activities for those who are preparing for overseas deployments and other INL/CAP training efforts, at the INL training facility and at mobile training sites in support of INL's partnerships with state and local law enforcement agencies. • Supports overall training efforts at the INL training facility and at mobile training sites, including the development of class schedules in coordination with INL program offices, coordinating instructor schedules and ensuring the maintenance and accuracy of training resources. • Supports the Training Coordinator in providing oversight of the training process; monitoring classes, establishing training procedures and policy, providing current analysis and up-to-date information on program appropriateness and effectiveness and acts as a subject matter expert in the field of adult-centric learning. • Serves as an INL Training Center Liaison responsible for day-to-day training program implementation. Assists in the management and facilitation of logistical requirements for training and supports the Training Coordinator on human resource management. • Conducts assessments of INL's pre-deployment training efforts, including in-country site visits, drafting trip reports and surveying former pre-deployment training participants to determine the effectiveness and validity of the pre-deployment training program. Routinely conducts pre-and post-training effectiveness surveys and measurements. • Provides subject matter expertise to INL program offices. • Aids in coordination with the United Nations, European Union, DOS, Department of Defense, and other USG agencies and instructors in the development of plans/programs for INL/CAP program implementation and improvement. Assists the Training Coordinator in training efforts with other INL program offices, the UN/EU, and other agencies as appropriate. • Other duties as assigned, by the training coordinator or Training Team leader. Complexity The work involves managing and providing technical expertise for various country assistance programs in INL, simultaneously. The ability to perform complex analysis, meet short deadlines and to multi-task successfully is essential. Scope and Effectiveness The ATC performs a broad range of tasks in support of a professionalized pre-deployment training programs for the INL bureau. Pre-deployment training is the foundation for successful INL programs overseas Personal Contacts The Coordinator will work closely with INL/CAP Program Officer and other INL Program Offices. Minimum Qualifications 1. US Citizenship, able to obtain/maintain a DOS Secret security clearance. 2. Demonstrated ten years' experience US police, corrections, or related rule of law experience or demonstrated ten years of training experience can substitute for this experience. 3. Demonstrated five years collective experience as a; (1) certified criminal justice sector instructor; (2) adult training manager and coordinator; (3) criminal justice sector teaching faculty member or equivalent demonstrated instructional experience in an adult learning environment. 4. Demonstrated ability both oral and written English communication skills, and excellent interpersonal skills. 5. Demonstrated excellent organizational skills and abilities. 6. Demonstrated ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 120 days from contract award. 7. Proficient in Microsoft Office Suite. Preferred Qualifications • Demonstrated experience supporting training efforts for civilian police, corrections, or rule of law missions. • Demonstrated two years' experience working overseas in support of a criminal justice mission. Evaluation Criteria Factor 1 Experience managing and coordinating training/educational support activities, including adult learning methodologies. (40 points) Factor 2 Knowledge of foreign police, corrections, or rule of law systems. (20 points) Factor 3 Experience and ability to deliver, schedule, design, and facilitate criminal justice related training. (15 points) Factor 4 Ability to work in a team and demonstrated inter personnel and communication skills. (15 points) Factor 5 Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources). (10 points) Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
