Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation issued as a Request for quotations (RFQ) is solicited using full and open competition. The North American Industry Classification System code is 531110 Lessors of Residential Buildings and Dwellings, and the small Business size standard is $25.5 million. The Navy has a requirement to rent Four (4) - Three (3) Bedroom, Two (2) Bathroom, fully furnished apartments, and Six (6) - Two (2) Bedroom, Two (2) Bathroom, fully furnished apartments to accommodate 20-14 personnel. The rental term shall be for 6 months to begin on or around 1 November 2014 through 30 April 2015, with an option for 6 additional months (1 May 2015-31 October 2015) to be priced in any quotations furnished in response to this combined synopsis/solicitation. The specifications for the required apartments are: • Each apartment must be furnished with one bed per bedroom, one dresser per bedroom, one dining room table to include chairs, one couch, one TV stand, one TV, and one coffee table. • Must have fully furnished kitchen facility in each apartment to include cookware, dishware and utensils •TV services (cable/satellite) and internet service provided in each apartment and paid by Lessor • Accommodations MUST be within a 15 mile radius of Miami International Airport (located at 2100 NW 42 nd Ave Miami, FL 33126). • Minimum of 10 vehicle parking spots (1 per apartment). • Lessor will pay all utilities • Accommodations will be structurally sound (i.e. all floors will be level and non-sloping, staircases will not shake when being ascended/descended) • Controlled access to building • Within walking distance to a grocery store, mall, and restaurants • Within ½ miles of public transportation services to and from Miami Int'l Airport • Walls/ceilings will be free of water, dirt (i.e. stains) • All appliances to include washer/dryer (both inside the apartment), refrigerator, microwave, stove and oven will be in working order and free of defects • All exterior walls will be clean and free of dirt, bird/animal/insect excrement • All units/accommodations need to be in the immediate vicinity of each other, due to duty crew requirements & composition The resulting purchase order shall be negotiated at a firm fixed price for the monthly rental services. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items - Award will be made to the responsible offeror whose offer conforms to the solicitation representing the best value to the Government, price and factors considered. The following factors shall be used to evaluate offers: (I) technical capabilities; (II) past performance; (III) price. Offerors should submit a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in this solicitation. This may include apartment literature and technical features. Offeror should also submit past performance information on at least 3 current or completed contracts within the past three years (including Federal, State, and local government) which are similar to the requirements of this solicitation. (OPTIONAL)THE GOVERNMENT RESERVES THE RIGHT TO CONDUCT A SITE-VISIT OF ANY OR ALL FACILITIES PROPOSED. The apartments shall meet all state, local, federal, and OSHA regulations, codes and standards. The Government will not be made to sign a lease as the purchase order will serve as the agreement. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-34.
