Description

This is a combined Pre-Solicitation Notice and Request for Information. Accordingly the Governments intent is to conduct market research and provide notice to industry of its intent to solicit for certain services. Any information submitted by and obtained from industry as a result of this notice may be used in the development of the final Performance Work Statement and included in the actual solicitation. The Government has therefore included a draft copy of the PWS and is actively seeking feedback from industry regarding: "Feasibility of the requirement "Appropriateness of the NAICS Code "Technical Approach "Approach to Implementation "Emergency Response Plans "Pricing Data "Performance standards "Performance Work Statements "Reporting Requirements "Industry Best Practices "Quality standards (ISO, EPA, industry specific licenses / certifications) "Proposed QASP content "Evaluation Criteria "Any other industry concerns or questions The Department of Veterans Affairs Overton Brooks VA Medical Center (OBVAMC) located in Shreveport, LA has a need for Regulated Medical and Pharmaceutical Waste disposal services. The Government anticipates award of an Indefinite Delivery/Indefinite Quantity (IDIQ) service contract to a qualified firm with the capability and capacity to provide Regulated Medical Waste, Chemotherapy, and Pharmaceutical waste disposal services. Respondents must clearly demonstrate they have the capabilities and manpower to safely handle, transport and dispose of the stated waste classifications. Contractors will also be required to provide lab packs; pharmaceutical formulary review; collection containers; technical consulting services; electronic recordkeeping; emergency spill response procedures; and staff training for medical center personnel. The geographical footprint of OBVAMC includes the main campus located in Shreveport, LA with an inpatient capacity of 100 patients and three Community Based Clinics (CBOCs) located in Monroe LA; Longview TX, and Texarkana, AR. The current Regulated Medical Waste contract does not encompass bulk chemotherapy, or pharmaceutical waste disposal; however, the Governments is seeks to combine. The anticipated NAICS code is 562112 - Hazardous Waste Collection. Performance Period: The Period of Performance for this service shall be for one (1) base year and four (4) years. Set-Asides - Although the Government anticipates a set-aside action, a final determination will be made after market research activities are completed. If the requirement is set-aside proposals must clearly demonstrate the prime contractor will perform at least 51% of all work. Site Visits: The Government will offer site visits on October 16, 2014. The purpose is to promote exchanges of information between the Government and industry. Site visits must be scheduled with the Contracting Officer by sending a confirmation email to Fredrick.Wilson@va.gov no later than 10:00 a.m. October 15, 2014. Questions: All questions prior to the site visit must be submitted to the Contracting Officer in writing. The Contracting Officer will not accept questions after 10:00 a.m. October 15, 2014. Responses to all questions received prior to the site visit will be posted to FBO.GOV in the form of an amendment on or about October 20, 2014. Responses to questions received during the site visit will not be posted.
