Description
Please note the additional questions and answers below: Q4. On page 14 Section 4: Award Criteria. It is stated "The project manager, the gas turbine expert and all lead engineers need to have valid P.E. License". However for this project we would like to use a senior project manager, a US citizen with Pakistani origin who may be able to move in Pakistan and interact with Pakistani counterparts a bit more freely. He however does not have PE license. Would you accept an exception to this requirement for the PM? A4. A valid P.E. license is a must. Q5. On Annex 5, Terms of Reference, Task 5 Project cost estimate and implementation schedule: the requirement is to get +/- 15 % cost estimate. This exercise would require detail specification and gathering market prices. Is that the intent of this requirement or +/- 30 % would be sufficient. A5. A +/- 15% cost estimate is needed commensurate with the budget provided by USTDA for this feasibility study. Q6. On Annex 5, Term of Reference. Task 7 there is requirement for the drafting the Security packages. We would like a clear definition of "drafting". Is the requirement to take the existing agreement templates and make them project specific? A6. Yes, that it is the requirement. The Contractor would obtain the ‘model/templates' Security Agreements utilized in Pakistan and make them project specific.
