Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with CambridgeSoft Corporation, a subsidiary of PerkinElmer, Inc., 940 Winter Street, Waltham, MA, 02451-1457, for the award of a firm-fixed price commercial Purchase Order for software licenses and related services. USAMRIID requires the purchase of High Content Profiler Perpetual powered by TIBCO Spotfire (product code INF00000) manufactured by PerkinElmer, Inc. Additionally, as this software is intended to work with TIBCO Spotfire Analyst, USAMRIID will also purchase TIBCO Spotfire Analyst Perpetual licenses (product code N5171515), manufactured by TIBCO Software, Inc. The Government intends to purchase these software licenses on a sole source basis from CambridgeSoft Coproration as this is the only available source that has been indentified that can provide the HC Profiler Perpetual licenses. The items listed above will fulfill the need at USAMRIID for one of the major research areas in the toxicology department, which is drug discovery. USAMRIID is utilizing imaging methodologies to identify small molecules, siRNAs that act as antagonist against lethal pathogens. The data generated from these screens runs in Tera bytes. USAMRIID requires TIBCO Spotfire and HC profiler that integrate with existing imaging instruments like Opera, Operetta and Columbus to do statistical analysis, lead discovery etc. Specifically, the required software must meet the following specifications: Must be compatible with SpotFire Ad-hoc analytic applications for high content imaging data Integration with Opera and Columbus databases for image analysis Automated workflow to analyze high content screening data using multivariate analysis methods The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is $38.5 Million. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 15 days after the publication of this notice, the purchase will be awarded without further remark.
