- This is a modification to the synopsis entitled Questions and Responses which was posted on October 7, 2014. You are notified that the following changes are made: The following question had an erroneous response, below is the corrected response to Question 64: 64. Question: Section L14. B. There is a maximum number of past performance citations, but no minimum number. Will one or two past performance citations that are of "similar in size, content, and complexity to the KEMCON" be judged as acceptable and responsive? Or should teams attempt to provide more? And in a JV or mentor-protg arrangement, must the small business show relevant past performance as well as their partner? Is there a minimum size (say $5M total program value) standard for a past performance that would be considered "similar"? Response: Offerors are requested to submit no more than 5 (no more than 3 for proposed subcontractors) of their most relevant previously completed or currently on-going contracts within the past 5 years. There is no minimum number, that is at the offerors discretion, as is the supporting information that is requested at L.14 B. which demonstrates the relevance of the submitted past performance history and allows for a complete evaluation of the offerors past performance history for purposes of assigning an evaluation rating for this evaluation factor. Offerors are also directed to Federal Acquisition Regulation part 15.305 and NASA FAR supplement part 1815.305 for additional information. The Government will evaluate past performance and assign level of confidence ratings as defined in NFS 1815.305(a)(2).
