Description
Description: NSN 2510-01-300-0227 - Torsion Bar, Suspension is being bought in accordance with U.S. Army TACOM (19207) drawing 12361490 and all related data. The unit of issue for this item is "each." Based on market research this item is manufactured for military use only and is not commercial; therefore, the government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the government's requirement with a commercial item with 15 days of this notice. Procurement will be conducted under the policies and procedures outlined in FAR Parts 15. This procurement will be solicited as an Indefinite Quantity Long Term Contract containing a three year base period and two 1-year options. The total duration, base plus option years, shall not exceed 5 years. The estimated annual demand quantity (ADQ) for this NSN is 138ea. This solicitation is a Request for Proposal (RFP) and will be available on the internet at http://www.dibbs.bsm.dla.mil/rfp on or around the issue date of 10/22/14; hard copies of this solicitation are not available. Technical drawings/bid sets are available after the same date on the internet at http://www.dibbs.bsm.dla.mil/, then click on the cFolders under the technical data tab. Requests should include the RFP number, opening/closing date, NSN, purchase request number, buyer's name, and your complete name and address. FEDERAL, MILITARY, AND COMMERCIAL SPECIFICATIONS CANNOT BE PROVIDED BY DLA LAND & MARITIME. This solicitation is an unrestricted full and open procurement. The Small Business size standard is 1,000 employees. One or more of the items under this acquisition may be subject to The Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, socio-economic factors, and delivery. The required delivery is 418 days after receipt of award. This NSN has contractor first article test requirements. If waived of first article test requirements, expected delivery is 328 days or sooner. The technical documentation for this NSN contains information that has been designated as "Military Critical Technical Data." Only businesses that have been certified by the DoD, US/Canada Joint Certification Officer, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Military Critical Technical Data Agreement. This RFP is being issued under the First Destination Transportation (FDT) program. FOB point shall be Origin. For FDT program transportation requirements, see DLAD provisions 52.247-9059 FOB Origin, Government Arranged Transportation and 52.247-9058, First Destination Transportation (FDT) Program - Shipments Originating Outside the contiguous United States (OCONUS). Interested parties may obtain copies of military and federal specifications and standards, qualified products lists, military handbooks, and other standardization documents from the DoD single stock point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST-Quick search and, in most cases download the documents directly via the internet using standard browsing software.
