- This is a PRE-SOLICITATION NOTICE - The VA Rocky Mountain Acquisition Center has a requirement to provide the services of a Residential Addiction Treatment Facility (RATF) for Drug and Alcohol Dependence treatment to eligible veterans located in Grand Junction Colorado and surrounding area. The facility/facilities to provide these services shall be physically located in Grand Junction, Colorado. A blanket ordering agreement with a performance period of a 12-month base with the possibility of 4, 12-month option periods is anticipated to be awarded. Services to be provided are generically described as residential treatment for Veterans with substance use disorders. This includes: 1) housing in a clean, safe, sober environment; 2) provision of three healthy meals per day; 3) providing transportation to and from the Grand Junction VA Medical Center (GJVAMC) for all scheduled appointments which can occur as frequently as five times per week; 4) individualized treatment plans for all clients generated by a licensed or certified mental health professional with the Veteran's input; 5) the provision of group and individual evidence-based substance abuse counseling; 6) weekly case conferences with the Veteran and VA addictions staff at GJVAMC for treatment coordination, and 7) all services are to be provided to male and female Veterans, with separate living quarters for female Veterans. All facility treatment staff must hold current licenses in the State of Colorado as a Licensed Psychologist, Licensed Clinical Social Worker, Licensed Professional Counselor, or Certified Addictions Counselor. The VA anticipates issuing a full and open (unrestricted) solicitation on or about October 10, 2014. The solicitation will be available for download from http://www.fbo.gov. Interested contractors are responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Federal Acquisition Regulations require all contractors conducting business with the Government to be registered in the System for Award Management (SAM) and complete Reps and Certs. The NAICS code assigned is: 623220, Residential Mental Health and Substance Abuse Facilities. The small business size standard is $15.0 million.
