- Market Survey for Vendor Capabilities to Provide Federal Acquisition Regulation (FAR) & Defense Federal Acquisition Regulation (DFAR) Subscription Services for Oracle Contract Lifecycle Management (CLM) for Public Sector This Request for Information (RFI) is being issued under the Franchise Authority of the U.S. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) for IBCs Financial Management Line of Business (FMLoB). This is a market survey for a written Request for Information (RFI) only. This market survey is for planning purposes only and should not be construed as a request for proposal or as an obligation on the part of the government. The purpose of this RFI is to identify potential sources that can provide Federal Acquisition Regulation FAR) & Defense Federal Acquisition Regulation (DFAR) Subscription Services for Oracle Contract Life Cycle (CLM) for Public Sector. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. Standard company brochures are not desired. Dependent upon the results of this market survey, AQD may subsequently issue a solicitation to acquire the appropriate subscription services. Any such solicitation will be based on a written requirement, and will be issued as a firm fixed price order. Acknowledgement of receipt of responses will not be made. Respondents may be notified of the Governments acquisition method through an amendment to this notice. This notice is being issued on the Federal Business Opportunities page as well as on the GSA Federal Supply Schedule E-Buy Portal to ensure a thorough survey of the market has been performed. North American Industry Classification System Code (NAICS) for this requirement would be 511210, Software Publishers. Classification Code: 7030 ADP Equipment Software Supplies, Equipment INTERIOR BUSINESS CENTER BACKGROUND: IBC is a Federal Shared Service Provider (FSSP) of the Federal-wide Financial Management Line of Businesses (FMLoBs) established by the Office of Management and Budget (OMB). The IBC currently supports Federal agencies with Oracle Federal Financial (OFF), and/or other Oracle enterprise support systems, to include Oracle Contract Lifecycle Management (CLM) for Public Sector. REQUEST FOR INFORMATION: We are reviewing the market place for a Commercial, off the shelf, subscription service that provides distribution of contract clause and provision information from the FAR and DFAR for use with the Oracle Contract Lifecycle Management for Public Sector. The subscription service shall provide electronic, and automated FAR and DFAR content and updates to ensure that the CLM clause library is current with federal regulations. This service shall preclude manual updates to the application. If your company has a product as previously described in this RFI, please send your product information to the address indicated in this RFI. SUBMISSION INFORMATION: All potential sources with the capability to provide the above referenced requirement are invited to submit, in writing, sufficient information to demonstrate the product interfaces and operates with Oracle CLM Public Sector. This information must demonstrate the agent's ability to fulfill the requirements. All responses must identify capabilities/expertise in all the above requirements. Additionally, a price list is to be submitted which identifies your pricing structure. The government may conduct informal, interactive exchanges with potential offerors who provide capability statements in accordance with this market survey request. The government reserves the right to invite one or more market survey participants to discuss their capability of performing similar commercial activities, experiences, and current business best practices. The informal meetings are for information gathering only. The information obtained from this market survey and informal exchange may be used to form the basis of a future solicitation. Responses Due: All responses will be electronic format, and emailed to the contracting office. All responses must be received not later than October 31, 2014, 2PM Eastern Standard Time to shanda_georg@ibc.doi.gov.
