- The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source award utilizing Simplified Acquisition Procedures to Terumo BCT, Inc. for the Trima Blood Collection System. The US Army Institute of Surgical Research (USAISR) requires the Trima Blood Collection System. The Coagulation and Blood Research Task Area at USAISR, Fort Sam Houston, TX has one Trima blood collection system and wants to procure two additional identical Trima blood collection systems. The Coagulation and Blood Research Task Area at USAISR is currently using a Trima sytem to collect and process whole blood units and blood components under H-10-023 protocol for research purposes. The two new Trima systems are needed to increase Coagulation and Blood Research Task Area's collection capacity to satisfy the demand created by additional funded studies. One Trima will go to Ft. Sam Houston and one will go to Lackland (AFB) Blood Donor Center. These new Trimas will be used in parallel to the existing Trima system for a multicenter study. To minimize variabliitly and adhere to protocol SOP, USAISR feels that it is imperative that they use the same identical blood collection system. A non-Trima system would introduce unnecessary variables in the ongoing studies. The proposed contractor for this requirement is Terumobct and is the only known source to distribute the GAMBRO Trima Automated Blood Collection System. The Trima Blood Collection System is uniquely capable of meeting the requirements listed above. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 10 days, 17 October 2014, after publication of this notice, to the effect that comparable supplies and services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
