- This is a SOURCES SOUGHT Notice Project Overview: The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide construction services as part of a possible future contract award that may be issued in support of an aquatic ecosystem restoration project within the Mt. Pleasant, Wisconsin area. The potential project includes the restoration of a portion of the Pike River to a natural state. The restoration activities include realigning the course of the channel to more natural contours, widening the river channel, in-stream modifications to include meanders, bank-side deep pools, and planting/establishing native vegetation on the river banks, wetland, and prairie areas. The project will add new habitat to the river corridor. The project is approximately 1.1 miles in length and requires approximately 568,000 Cubic Yards of excavation. Work also requires the installation of erosion control measures, stone riffles, and log jams. The North American Industrial Classification System (NAICS) code is 237990, which has a size standard of $33,500,000 in average annual receipts. The project will likely be solicited using an Invitation for Bids (IFB) as described in FAR Part 14 - Sealed Biding, and may result in the award of a construction contract. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: 1. A fully completed Sources Sought Information Request Form (attached). 2. If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. 3. A letter from the firm's bonding company verifying its total bonding capability of a minimum $7,000,000 (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Capacity to perform, to include geographic span, logistics complexity, and project size. 5. A statement indicating how much of the work would be self-performed by the potential prime contractor. All qualified companies are encouraged to respond (small business, service disabled veteran owned businesses, HUBZone firms, Woman Owned, 8(a) firms and large businesses). No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Estimated Award date and Contract Timeline: The contract will have a 550 day completion requirement. The estimated award date of the contract is 10 March 2015. Price Range and Bonding: This project requires bonding the price range is: The estimated cost range of construction is between $5,000,000 and $10,000,000. Sources Sought Response format and Required Information The response to this notice shall be in summary format. Only Contractors who submit the following information according to the following directions will be considered: 1. Download, fully complete, and return "Sources Sought fillable form" PDF file 2. The response to this notice shall be in summary format and shall not exceed two (2) pages. 3. Bonding Capacity: Firms MUST submit a LETTER or BONDING CERTIFICATE from their bonding company related to their bonding capacity for individual projects. Bonding capacity must meet or exceed $7,000,000. Contractors interested in responding are invited to submit their information via email only to Detroit District Contracting at LRE-Quotes@usace.army.mil and Lloyd.W.Smith@USACE.Army.mil.
