- (1) INTRODUCTION The Federal Aviation Administration (FAA) ASR-9 RADAR Operational Support Group (AJW-146) may have an upcoming requirement for procurement / production of Digital Remote SCIP Replacement (DRSR) Sub-Rack and Wiring Kits. This requirement would support the national deployment of Airport Surveillance RADAR (ASR) model-9 Remote SCIP Replacement at 154 tower and Terminal RADAR Approach Control (TRACON) locations throughout National Airspace System (NAS). The DRSR sub-rack kit (P/N ASR9010100) consists of a 19 inch (H) X 12.25 inch (W) X 12 inch (D) card rack, populated with a modified Commercial Off The Shelf (COTS) ATX power supply assembly and a 12 inch X 12 inch 8-layer Printed Circuit Board (PCB) backplane. Attachment A describes further details for the sub-rack kit. The DRSR wiring kit (P/N ASR9010020) consists of 13 cable assemblies as described in Attachment B. The FAA (AJW-146) will provide the DRSR Sub Rack and Wiring Kits manufacturing / assembly details. The vendor is anticipated to manufacture/procure the parts, assemble the complete kits and ship them to the FAA Logistics Center after FAA approval of first article units. The estimated quantity that may be required by the Government is 175 each. The Federal Aviation Administration (FAA) is seeking companies with experience in manufacturing / assembling Printed Circuit Boards and cables to include corporate knowledge, technical expertise, facilities, manufacturing / assembly equipment, logistics, configuration management and quality control provisions. (2) NATURE OF COMPETITION The acquisition strategy for the procurement has not been determined at this time. This determination for the level of competition will be based on the results of this market survey. (3) STANDARD LANGUAGE (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey, and responses will not be returned; (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense; (e) The FAA reserves the right to reject, in whole or in part, any input as a result of this market survey; (f) Respondents will not be notified of the results of this survey or results of information submitted; and (g) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. (4) NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The principle North American Industry Classification System (NAICS) code for this effort is 334418, "Printed Circuit Assembly (Electronic Assembly) Manufacturing" with a size standard of 500 employees. (5) SUBMITTAL REQUIREMENTS FOR MARKET SURVEY Interested vendors are requested to provide a capabilities summary of not more than 20 pages describing assembly and production capability. Brochures alone will not be considered sufficient documentation for demonstration of capabilities. For submissions to this market survey, include the following information: (a) Name and Address of your Company; URL of Company website (if applicable), and Point of Contact with telephone number. (b) Do you have and use a Quality Assurance (QA) process? (c) Is your company ISO certified? Identify which certification. (d) Does your company have experience in manufacturing or assembly of Printed Circuit Board and cable assemblies for U.S. Government? If yes, describe experience. (e) Does your company design / manufacture Printed Circuit Board Assemblies? (f) Does your company design / manufacture cable assemblies? (g) Does your company plan to manufacture the unit (in part or full) or does you company procure the parts and perform assembly service only? (h) What type of testing do you offer for Printed Circuit Board and cable assemblies? (i) What is your potential monthly production/delivery rate? (j) Identify your warranty policies, extended warranty programs. (k) Provide a Rough Order Magnitude (ROM) that identifies your price for equivalent commercially available sub-rack kit and wiring kit. This ROM will be used for planning purpose only. The ROM should include shipping cost to the FAA Logistics Center in Oklahoma City, OK. (l) Provide a completed Business Declaration Form (see Attachment C), and SBA 8(a) form if applicable. (6) DELIVERY OF SUBMITTALS Interested companies must submit their response to this market survey electronically to the Contracting Officer at daniel.farrell@faa.gov by no later than 1:00PM (EST) on Thursday, October 23, 2014.
