Description
The Mission and Installation Contracting Command - Fort Sam Houston (MICC-FSH) intends to issue a solicitation for Engineer Construction Equipment and Vehicle Rental, Maintenance, No. 2 Clear Diesel Fuel and 2000 Gallon double wall Fuel Tank Rental in support of our nations' federal law enforcement agencies. This requirement is for non-personal services to provide the delivery of No. 2 diesel fuel, rental of fuel storage vessels, rental of earthmoving, excavation, engineering equipment, vehicles and maintenance support for units as required by Joint Task Force- North (JTF-N) missions along the Southwest Border between Mexico and the U.S. The Contractor shall be responsible for furnishing all labor, personnel, materials, supplies, equipment, maintenance support and supervision necessary to perform the tasks specified in this requirement. The fuel and storage vessel will be delivered and used along the Southwestern Border between Mexico and the U.S. The Contractor shall be responsible for transporting, off-loading and uploading engineering equipment, vehicles, and fuel storage vessels to the delivery site. Contractor shall transport fuel to the rented storage vessel; fill rented storage vessel and reclaim unutilized fuel from the rented storage vessel (upon completion of mission). Contractor will be responsible for refueling the rented storage vessel within 24 hours notification by JTF-N. The rented equipment will be delivered and used at various locations along the entire Southern Border between Mexico and the U.S. to include many extremely remote locations (California, Arizona, New Mexico, or Texas). Contractor shall be responsible for removing equipment from site upon completion of specified contract period. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, State Law, Occupational Safety and Health Administration (OSHA) regulations and Army and Installation regulations. This is a follow-on requirement. The current JTF-N Engineering Equipment contract is W9124J-14-F-0005. The designated North American Industry Classification System (NAICS) code 532412, Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing with a size standard of $32.5 million. This acquisition will be a 100% competitive 8(a) set-aside. The contract type is for a Single Award, Indefinite Delivery Indefinite Quantity (IDIQ), hybrid Firm-Fixed Price and Cost contract with a five (5) year ordering period. The solicitation and resultant contract will contain FAR 52.217-8, Extension of Services, which will be evaluated as part of the contract. However, the extension period is not reflected in the period of performance. The solicitation will be issued as a Request for Proposal (RFP) utilizing Federal Acquisition Regulations (FAR) Part 15, Lowest Price Technically Acceptable (LPTA). The Government anticipates release of the solicitation on or about 21 October 2014, with a projected closing date of 19 November 2014. These are projected dates and are subject to change. This solicitation and all amendments will be issued to Federal Business Opportunities Website (FedBizOpps) at https://www.fbo.gov/. Offerors are required to check the above websites daily to be notified of any changes to the solicitation. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
