- Post award J&A 6.302-1 For System for Naval Target Control NCDL/RFDLI Upgrade 208SNTC-103. The Naval Air Systems Command (NAVAIR) awarded a Cost Plus Fixed-Fee priced delivery order under Basic Ordering Agreement (BOA) N00019-14-G-0002 to Micro Systems Inc. (MSI) Ft. Walton Beach, to procure supplies and services associated with the System for Naval Target Control (SNTC) Engineering Change Proposal 208SNTC-103 Navy Common Data Link (NCDL) / Radio Frequency Data Link Interface (RFDLI) to the System for Naval Target Control (SNTC) baseline. The SNTC is the Navy's target control system for weapons Test and Evaluation (T&E) and fleet training operations that use subsonic aerial targets and sea surface targets. The SNTC provides the Navy with capabilities for portable and fixed site target control. The system provides the fleet with a single control system for the family of Navy targets and serves as the Navy's baseline target control system. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government
