Description
The intent of this sources sought notice is to identify potential qualified 8(a), Historically Underutilized Business Zone, Service Disabled Veteran-Owned Small Business and Small Business offerors. The Naval Facilities Engineering Command Expeditionary Warfare Center will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned contract. The applicable North American Industry Classification Code (NAICS) is 541513 Computer Facilities Management Services , which has a small business size standard of $27.5 million. This sources sought notice is a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Navy Electronic Commerce Online (NECO) and in the Federal Business Opportunities (FEDBIZOPPS) websites, if the Government intends to continue with the procurement. Only a brief statement of qualifications and capabilities [not to exceed ten (10) pages] is requested at this time. At a minimum, include the following information in your submittal: 1) Company name and point of contact, including address, phone and e-mail; 2) CAGE code and DUNS number; 3) Business size standard as registered in the System for Award Management (https://www.sam.gov/portal/public/SAM/) for NAICS Code 541513; and 4) Statement of qualifications and capabilities to include related experience. General marketing material may be included, but must fall within the ten (10) page submittal limitation. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Send submittals via email to ted.reed1@navy.mil by 2:00 p.m. (PST) on 22 October 2014. Telephone responses and inquiries will not be accepted. The Department of Defense has tasked the Department of Defense Explosives Safety Board (DDESB) to evaluate and approve all explosives storage, handling and maintenance functions that occur worldwide within the Military Services. DDESB requirements and regulations are published in the publication DOD 6055.09-STD, DoD Ammunition and Explosives Safety Standards . All DoD organizations that deal with explosive items must comply with these regulations. This approval process is supported by Component explosives safety Approval Authorities, who have the authority to impose additional requirements over-and-above the DoD requirements. Historically, planners have demonstrated their compliance with this process with manually-generated tables, forms and maps. The manual creation of these Site Approval Request packages has proven to be time consuming and error prone due to the inexperience of users, misapplication/misunderstandings of the regulations, inaccurate maps, incomplete facility information, etc. A Joint Service effort to automate the explosives safety siting (ESS) process has been underway since the early 1990 s. The Services have defined a requirement to link non-graphic facilities and explosives data to facilities represented in electronic maps, and then develop an automated process to access that information and evaluate it against explosives safety siting regulations that specify minimum required separation distances between facilities that are used to store, handle or maintain explosive items and their neighboring facilities. The DDESB has funded the development and maintenance of ESS software, an automated site planning tool (ASPT) that will shortly be mandated for use by all Services. ESS is used to identify violations of the regulations when they are found to exist, as well as provide tools to create site approval request package documentation that includes tabular and graphical information that is required by Approval Authorities before approval can be given for the operations. The intent of this effort is to provide a wide range of assistance to DoD installations with training, rollout, and use of ASPT. Tasks under the planned indefinite delivery, indefinite quantity contract may include: 1) General Support: a)Convert, update and prepare installation geospatial, real property, imagery, and explosives data into the proper formats required for use with the ASPT; b)Load installation geospatial, real property, imagery, and explosives data into the ASPT for DoD installations; c)Analyze the data and report findings and solutions; and d)Convert data from AutoCAD, Autodesk Map, and Micro Station to ESRI GIS formats. 2) ASPT Training: Provide training for DoD explosives safety planners in the ASPT software. Training materials are developed and provided by the government. A one-day, eight-hour training course is anticipated for new users. The number of training classes given per year is yet to be determined as it depends on the ASPT rollout rate and the number of installations using the software. Training classes would be offered at two or three dedicated training centers, as well as at a customer location according to need and circumstances. 3) Help Desk Support: Provide support to DoD explosives safety planners with the ASPT software. The primary mode of communication for the Help Desk will be via telephone, email, and web meetings with explosives safety planners at DoD Installations. Data exchange will primarily be via CD/DVD exchange and file transfers via the internet. Help Desk responsibilities could include the following: a)Answer questions about automated ESS planning; b)Provide refresher consulting and training in ASPT; c)Support explosives safety planners to update GIS, RPI and explosives data; d)Document and forward user recommendations for ASPT improvement to the Automated Siting Planning (ASP) Configuration Control Board (CCB); e)Document and forward user recommendations for improvements of training and ASPT documentation to the ASP CCB; f)Provide 24-hour toll free phone access for Help Desk with voice mail capability; g)Occasional site visits may be necessary, but would be unusual; and h)Provide ESS planning field support to DoD installations, including the preparation of electronic site approval requests and/or performing explosive hazard reduction surveys. 4) Global Positioning System (GPS) Survey: The offeror will provide support to perform GPS survey of DoD Installations to update data. This planned contract requires experience in the following areas: a)Knowledge and experience in the application of DoD, Army, Navy and Air Force explosive safety regulations; b)Working knowledge and skill in the use of the ESS software; c)Knowledge and experience in the application of DoD and Air Force explosive safety regulations; d)Working knowledge in the use, application and creation of ESRI data formats using ArcGIS software; e)Experience using AutoCAD and Micro Station applications; f)Experience converting data from AutoCAD, Autodesk Map, and Micro Station to ESRI GIS formats; and g)Experience using GPS survey tools.
