A site visit for all custom projects for more precise measurements, design, locations, materials, color selections and to discuss logistics. Site visit will be held on Monday, September 22, 2014 from 1000-1100 at NAB Galley dining area B, building 300. A representative will meet all vendors at the facilities. This will be the only site visit allowed to vendors., 1, GROUP; LI 002: MESS DECK DIVIDERS FOR NASNI GALLEY SEE SPECIFICATIONS ATTACHMENT ITEM B SITE VISIT. Site visit will be held on Monday, September 22, 2014 from 0900-1000 at NASNI Galley dining facilities, building 794. A representative will meet all vendors at the facilities. This will be the only site visit allowed to vendors., 1, GROUP; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, FLC - San Diego intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. FLC - San Diego is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. This requirement is a 100% Small Business Set Aside and only qualified offerors may submit quotes. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-08-21 17:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be 53720 Horizon Drive, San Diego CA 92147-5087. The FLC - San Diego requires the following items, Brand Name ONLY (see line items 0001 - 011). No grey market, refurbished, remanufactured items. MUST OFFER "ALL OR NOTHING", i.e. NO PARTIAL BIDs. The NAICS code is 337215 and the Small Business Standard is 500. FAR 52.247-34, F.o.b. Destination applies 52.212-2 Evaluation - Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) TECHNICAL CAPABILITY OF THE ITEM TO MEET THE REQUIREMENT (The offerors must submit NARRATIVE and PRODUCT LITERATURE along with their proposal. NARRATIVE must clearly demonstrate how product presented in the PRODUCT LITERATURE will meet the Government's requirement). (ii) ABILITY TO MEET REQUIRED DELIVERY DATE(S) AND FOB TERMS (iii) PRICE Offerors' proposals will be evaluated first under Factor (i) above, which represents MINIMUM acceptable criteria. Under this factor, products offered will be determined to be either technically acceptable or unacceptable. Failure to meet the minimum criteria for this factor will render the offer to be technically unacceptable and to not be considered for award. See paragraph (b) below. Only those Offers which meet the minimum requirements established by Factor (i) will be further evaluated under Factors (ii) and (iii). In the second step of evaluating those offers determined under Factor (i) to be technically acceptable, Factor (ii), ABILITY TO MEET REQUIRED DELIVERY DATE (S) AND FOB TERMS, is significantly less important than Factor (iii), PRICE. At the discretion of the Contracting Officer, the Government intends to evaluate proposals and award a contract without discussions with offerors. Each initial offer should, therefore contain the Offeror's best terms from both a price and technical standpoint. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
