Description
The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Fleet Readiness Directorate (FRD) is seeking potential sources to meet the Fleets requirements for Super High Frequency (SHF) and Navys Extra High Frequency SATCOM Program (NESP) antenna pedestal assembly depot level overhauls from 2015 through 2019. Since the SHF and NESP programs are post-Full Operational Capability (FOC) the Government does not intend to fund any developmental/non-recurring engineering costs associated with supporting the overhaul efforts. It is anticipated that this overhaul requirement for the SHF and NESP antenna pedestal assemblies would require system and component electrical, electromechanical and radio- frequency (RF) testing, teardown, integration, machining and painting which are consistent with the definition of overhaul services per MIL-STD-2110 (EC) Section 3.6. Technical documentation pertaining to the SHF/NESP Request for Information (RFI) that is designated Distribution Statement C will be made available on a separate, secured, access- controlled website. In order to request access to the secured website, contractors shall complete the "SHF/NESP Bidder's Repository NDA" posted on the SPAWAR E- commerce website, and return the signed NDA to Kenneth Nickel at kenneth.nickel@navy.mil. Each company may request NESI access for up to two representatives. Each user is required to be a U.S. DoD contractor and have a valid DoD or ECA issued PKI certification to gain access to the website. Please see the e- commerce attachment entitled "SHF/NESP Antenna Pedestal Overhauls RFI" dated 06 October 2014 for a complete description of the process required for obtaining access.
