Description

The following is a Sources Sought Notice with DRAFT solicitation posted for public comment. The VA intends to issue a solicitation that would result in one or more Indefinite Delivery, Indefinite Quantity contracts using a fixed-firm pricing scheme, for the VISN 21 Home Oxygen requirement, as defined in the accompanying statement of work. (a) The Government does not intend to award a contract on the basis of notice or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal and no contract action shall directly result from this posting. (c) Any information received from a contractor in response to this NOTICE may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This NOTICE is issued for the purpose of collecting information about the home oxygen requirement. (e) Contractors that are able to the items identified below (or equivalent) are encouraged to email full information to Daniel Czech at daniel.czech@va.gov fully identifying the SOURCES SOUGHT NOTICE/DRAFT SOLICITATION number. Potential Offerors -Shall identify their size status under NAICS 339112. -May propose alternate NAICS codes, provided they identify their size standard under the alternate NAICS codes, as well as provide a rationale for the alternate code. -Shall also identify any Federal Supply Schedules that may carry the desired product. -Shall indicate which regions (see statement of work) they would propose to cover. -Shall provide a completed version of the attached draft pricing schedule by filling in unit prices in the cells shaded blue for those regions they would propose to cover. Any provided pricing shall be used for market-research purposes only, including determining if the conditions described at FAR 19.502(b), et al, are met. Otherwise, the VA shall not hold offerors to any prices provided as a response to this notice. -Shall provide no more than a one-page executive summary of how they intend to meet the home oxygen requirements listed here for the regions they would propose to cover. -Shall provide a brief explanation of how they would meet the requirements of the Nonmanufacturer Rule, as defined in FAR 19.001, should any resulting solicitation be set-aside for small business concerns. (f) Potential offerors are invited to review the draft solicitation and provide public comment, including the commerciality and appropriateness of any terms and conditions. Please identify the action number and send all information to the email provided above. (g) Please note, any resulting solicitation is expected to have some differences and may have significant differences compared to the draft posted with this notice.
