Description
Questions that are required to be answered in the Statement of Capability The purpose of this RFI is to identify sources capable of performing the following activities as a Product Support Integrator (PSI) for various SMC/SY ground-based space control systems and associated infrastructure support systems: 1) Depot Support & Sustainment Engineering (DS&SE) 2) Studies and Analysis 3) Upgrades, Modifications, and Procurement 4) Support to Operations, and 5) Emerging Technology Transitions. SCDS II is a follow-on contract to the SCDS contract (# FA8819-08-C-0001), which currently provides similar services for SMC/SY. This contract will contain a balance of Performance Based Life Cycle Support and transactional elements that will optimize system readiness and warfighter requirements as well as minimize overall cost to the Government. The Government plans to have the following efforts supported on the SCDS II contract: the Counter Communications System (CCS) Family of Systems (FoS), the Space Test and Training Range (STTR) FoS, the Defensive Space Control (DSC) FoS, the transition of Quick Reaction Capabilities (QRCs) to programs of record, and any future SMC/SY space control capabilities and systems transitioning into sustainment during the contract period of performance. For planning purposes, the current space control systems are located at Peterson and Schriever Air Force Bases, the infrastructure systems are located at various sites throughout the continental United States, and the program office is located near Los Angeles Air Force Base. For ease of communication, the Government will refer to the upcoming effort as the "SCDS II" contract and the anticipated award date for this effort is January 2016. Contractors are invited to submit a Statement of Capabilities (SOC) describing their qualifications as a prospective prime contractor or subcontractor for the SCDS II effort. The Government will use information from the SOCs to determine how many contractors are currently capable of meeting the Government's requirements. For those companies choosing to submit a SOC, please include answers to the questions in the attached matrix as well as supporting information/evidence for the answers to each question. Additionally, the SOC shall include information regarding experience with establishing public/private partnerships for depot support, and contractor experience with space control systems. Submitted SOCs shall be no more than 15-pages in length, single spaced, use 12-point Times New Roman font, 8.5 by 11.0 inch pages, with 1-inch margins. Be advised that only respondents with TS/SCI/SAR cleared personnel with a SMC/SY approved SCIF (IAW Intel Community Directives #704 and #705) will be eligible to request and receive the SCDS II request for proposal (RFP) when it is released by the Government. Responses from qualified small and small disadvantaged businesses are highly encouraged for either prime or subcontract interests. Under a small business set-aside scenario, a small business prime will have to perform at least 50% of the work. The applicable size standard for the Military and Aerospace Equipment and Military Weapons exception of NAICS Code 541330 is $38.5M. Potential subcontractors shall submit SOC with accompanying information that identifies corporate experience in providing some or all of the tasks outlined in this RFI. Submitted SOCs by potential subcontractors shall be no more than 7-pages in length, single spaced, use 12 point Times New Roman font, 8.5 by 11.0 inch pages, with 1-inch margins. Responding firms shall indicate if they are a small business, a socially and economically disadvantaged business, historically black college or university and/or minority institution. The Government is planning an industry day for SCDS II, which will be held at the TS/SCI/SAR level. Details pertaining to this event will be released to contractors who meet the aforementioned security requirements for the SCDS II contract. Each contractor shall submit a SOC to the SMC/SYK point of contact no later than the established closing response date. This RFI is used for information and planning purposes only and does not constitute a solicitation. No contract will be awarded as a result of this request. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. All information received in response to this RFI that is marked "proprietary" will be handled accordingly. Responses to the RFI will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are responsible for all expenses associated with responding to this RFI. Prospective contractors interested in participating in the SCDS II contract are invited to submit a written response to SMC/SY, ATTN: Ms. Mildred Cox (SMC/SYK) 483 N. Aviation Blvd., El Segundo, CA 90245 or via electronic transmission to Mildred.Cox@us.af.mil, no later than closing response date cited above. Interested parties that wish to submit a classified SOC may contact the Security POC listed a minimum of 3 days prior to the established deadline. Please ensure enough time to coordinate clearance verification and media transfer when submitting classified SOCs.
