Description
Solicitation Posting will be coming out on FBO.gov after 14 Oct 2014. STATEMENT OF WORK 1.0 GENERAL DESCRIPTION The Contractor shall provide the management, supervision, labor, tools, materials, supplies and equipment (including heavy equipment and snow shovels) to provide plowing and removal of snow and ice from all roadways, parking areas, crosswalks, and handicapped accessibility areas at the Alaska VA Healthcare System property located at 1201 North Muldoon,and VA Domiciliary at 3001 C St Anchorage, Alaska. Property includes all parking areas, driveways, roadways, loading dock and Zuckert Road. Sidewalks and entryways are also part of this contract with the exception of the VA Domiciliary, its sidewalks and entryways are maintained under a separate contract. 2.0 PERFORMANCE CRITERIA The Contractor shall remove snow and ice by plowing, blowing, brushing, sweeping, shoveling, or other suitable means not harmful to the traffic surface as necessary in order to produce and maintain safe passage of pedestrians and vehicles. 2.1. The Contractor shall apply sand, salt, etc., to treat the existing or developing unsafe conditions to produce safe passage of pedestrians and vehicles. The materials used by the Contractor shall not be damaging to the surface receiving the materials. 2.2. All equipment used and stored, and all removal methods used to displace snow and ice from surfaces shall be done in such a manner as to not cause damage to grass (turf), landscaping, trees, shrubs, vehicles, structures, fixtures, and people. Pertinent codes and regulations shall be adhered to such as EPA, NFPA, etc. 2.3. Snow and ice shall be placed in piles at designated locations specified by the VA Medical Center. The Contractor will be responsible for hauling snow away from the site, within seven (7 days) after snow fall. 2.4. The Contractor shall take action within one (1) hour from the time of notification by the Contracting Officer's Point of Contact COTR or designee to treat traffic surfaces and action shall be continuous until treatment is no longer necessary. Notification can occur at any time, 24 hours a day, seven (7) days a week, including Holidays. The Contractor's business operations must be located within I0 miles of this V.A. Medical Center. 2.5. In the event of special circumstances, i.e. the snow turning to rain or freezing rain making removal efforts ineffective, permission may be sought from the COTR or designee to discontinue the plowing or the de-icing or both. 2.6. Each snow/ice abatement call requires the inspection and acceptance of the COTR or designee upon completion before payment for that work can be authorized. 2.7. Crosswalks and roadways shall have de-icing materials applied by a spreader-sander. Entryways shall receive deicing materials by hand or spreader as dictated by ease of access. Application by any method shall not be of a clumping effect. 2.8. All fire hydrants/fire lanes shall be kept clear of ice/snow and obstructions. 2.9. Excessive buildup of sand and debris which may cause unsafe passage of pedestrians and vehicles shall be removed within one (1) hour from the time the Contractor is notified by the COTR or designee. 2.10. Manpower and equipment used shall be sufficient to provide an initial clean sweep of the VA Property in less than two (2) hours. 2.11. Snow will be hauled away within seven days (7). This will be requested at the COTR discretion. The contractor will be responsible for any cost incurred in dumping the snow. A site plan depicting all roadways and parking areas covered within this scope of work is attached. Locations for snow collection are also depicted. 3.0 SNOW REMOVAL WORK PLAN The contractor's shall submit a snow removal work plan with their offer that will include these elements: (a)Weather source (b)Contact list (c)Priority list (d)Equipment, manpower & materials (including subcontractors) 3.1. WEATHER SOURCE Accurate weather information and forecasts are vital to the snow and ice control operations under the contract. "The work plan must indicate the weather sources the contractor will utilize for monitoring. 3.2. CONTACT LIST The contractor must submit the names and telephone numbers to be used as a 24 hours, seven day a week contact point. Likewise, the contractor may contact the COTR or designee to plan the snow removal. Telephone numbers, fax numbers and any e-mail addresses shall be provided to the COTR five (5) days after award. The Contractor will immediately notify the COTR and CO of any changes to these numbers. 3.3. PRIORITY LIST The contractor must meet with the COTR or designee to establish the priorities for starting snow and ice removal services at the start of each season. Regular meetings may also be necessary during the snow season to review the contractor's performance or make necessary adjustments in the priorities for snow and ice removal services. The priority of snow removal can and may be dictated by the COTR or designee. 3.4. EQUIPMENT, MANPOWER & MATERIALS (including subcontractors) The contractor will submit a detailed plan listing the proposed manpower (including subcontractors), equipment and materials that will be used to perform effective and efficient snow and ice removal. Note: Prior to each snow removal season, the contractor is required to submit an itemized list of damaged property to the COTR. This list will be used for determining responsibility of any damaged property at the complex.
