Description
Reclamation's Great Plains Regional intends to solicit quotations for noxious weed species, invasive weed species, and nuisance plant species treatment services on federal lands surrounding Lake Elwell and Tiber Dam and Dike in Montana. The work under the solicitation will consist of the furnishing of all personnel, equipment, tools, materials, incidental services and items, and supervision necessary to satisfactorily conduct an existing and ongoing noxious, invasive, and nuisance weed control program as specified in the associated Performance Work Statement. The Government has estimated the acreage included in the entire contract area and the contractor shall make no claim against the Government for any excess or deficiency therein. There are approximately 25,000 acres that the contractor shall survey for treatment of noxious, invasive, and nuisance weed species. The anticipated period of performance includes a twelve-month base period and four one-year option periods. Reclamation strongly urges interested offerors to inspect the site where the contractors are to perform the required services and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. Failure by prospective offerors to inspect the site will not relieve the offerors from the responsibility of properly estimating the difficulty and cost of successfully performing the work in accordance with the Government's requirements. Detailed information regarding the site visit will be included in the solicitation. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations, Reclamation intends to issue a Request for Quotation (RFQ) on or around October 22, 2014. Quotes will be due on or around December 3, 2014. Reclamation anticipates issuing the RFQ under full and open competition. The applicable North American Industry Classification System (NAICS) Code is 561730 and the associated Small Business Size Standard is $7.5 million. The RFQ will be available for viewing through electronic commerce. Reclamation will issue RFQ Number R15PS00014 via https://www.fbo.gov, at the link provided in this notice. Interested vendors may also check https://www.fedconnect.net/FedConnect/Default.htm. The RFQ and any subsequent amendments and/or notices will be available to vendors on these websites after October 22, 2014. SAM NOTE - Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website that consolidates the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). The vendor's Duns & Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements via the SAM website accessed through https://www.sam.gov/portal/public/SAM/. IPP NOTE: Payment requests for the anticipated purchase order must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). The IPP website address is: https://www.ipp.gov. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
