- In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of the Office of Marine and Aviation Operations (OMAO) is conducting market research to determine potential sources for providing mariner support to fulfill staffing requirements onboard NOAA vessels. The North American Industrial Classification System (NAICS) code is 541330, Engineering Services. The small business size standard for this NAICS code is $15 Million. All interested firms are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement. NOAA's Office of Marine and Aviation Operations (OMAO) operate a wide variety of specialized ships to complete NOAA's environmental and scientific missions. OMAO's research and survey ships compose the largest fleet of federal research ships in the nation. The fleet ranges from large oceanographic research vessels capable of exploring the world's deepest ocean, to smaller ships responsible for charting the shallow bays and inlets of the United States. A wide range of marine activities including fisheries research, nautical charting, and ocean and climate studies are supported by these vessels. NOAA operates a fleet of 16 ships worldwide and is soliciting information on contracted personnel to augment staffing. These personnel may be assigned to any class of NOAA ship at the offered rates. The mariners will be used to backfill for NOAA employees absent from the ship, to assist in port for routine maintenance and repairs, and to fulfill critical staffing requirements. Assignments may be for varying lengths of time generally from one week to 90 days either while in port or at sea conducting the vessel's mission. There is no guarantee of assignment to any particular vessel or geographic location. Vessel homeports include: Norfolk, VA; Charleston, SC; Woods Hole, MA; Pascagoula, MS; Newport, OR; Kodiak, AK; Ketchikan, AK; San Diego, CA; Honolulu, HI; Davisville, RI. Personnel needed include First, Second and Third Engineers. The expected duties for contracted engineers include: •Perform maintenance and repair work on the Engineering Department's ship systems in accordance with manufacturer's and shipbuilder's technical manuals and NOAA policy as directed by supervising engineer. •Assist the activities of unlicensed engineering personnel while on watch or performing maintenance. •Be responsible for the maintenance and operational requirements that ensure safe and effective operation of the engineering, electrical, or electrical systems that may be assigned to him/her. Keeps required records, logs, and reports. •Stand engine room watches at sea or in port; may be on call during non-normal duty hours as required. •Perform other mission related duties as assigned, including duties related to the safety of the vessel and personnel. All contracted personnel provided must comply with the following: •be U.S. citizens; •possess sufficient training to comply with current Standards of Training, Certification and Watchstanding (STCW) requirements (see www.stcw.org); •possess USCG licenses and endorsements with appropriate horsepower/tonnage of the vessel assigned; ocurrent valid USCG Merchant Mariners Credential or Document endorsed with the Unlicensed Junior Engineer or Qualified Member of the Engine Department (QMED) - any Unlicensed Rating in the engine department opossess a valid unexpired U.S. Coast Guard (USCG) license (for First, Second, or Third Assistant Engineer as needed) •be under a drug testing program as required by USCG; and •have undergone a background security investigation and have no violations which would make them unsuitable to work for the U.S. Government. The contractor will be responsible for payroll, travel, workers compensation coverage and training for all contracted employees. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: 1.Company name and address 2.DUNS number 3.Type of business (e.g. large business, small business, 8(a),veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) 4.Company point of contact - name, phone, and e-mail address 5.Demonstrate capabilities for meeting the requirements listed above and should include past experience providing engineering/mariner support for short term as well as long term periods. Describe how (and from where) staff is provided and any challenges faced when augmenting vessel staffing for positions as are needed with this requirement.
