- DD 1653 Transportation Data Statement of Work AFMC 158 Packaging Requirements Security Classification Guide DD 254 Security Classification Specification DD 1423 Contract Data Requirements List Solicitation This is a notice of intent that Robins AFB Georgia intends to solicit and negotiate, under full and open competition, one AN/APR-39 ISS HotBench. This effort shall provide one HotBench to be used for the following purposes: (1) Radar Signal Detection Set (RSDS) Hardware Integration and Testing, (2) RSDS Software Verification Testing, (3) Troubleshooting Hardware and Software Issues, and (4) Testing and Development for Flightline Testers. The ISS HotBench delivery schedule is 12 months after receipt of contract. The APR-39 C(V)2 LRUs are being procured and will be provided to the Contractor as GFE for the Bench development. Offerors shall prepare their proposals in accordance with the mandatory, explicit, and detailed instructions contained in the RFP. The Government will utlilize lowest price, technically acceptable acquisition methodology and will evaluate proposals and make award in accordance with the Evaluation Basis for Award provision in the RFP. Offerors will be required to submit cost/price volume and performance volume in accordance with RFP provisions. Foreign participation is not permitted at the prime contractor level. The RFP will be issued on 3 October 2014 and anticipated award in the January2015 timeframe. Electronic procedures will be used for this solicitation. A copy of this solicitation will be posted on FedBizOpps at http://www.fedbizopps.gov. All responsible sources, regardless of size status, may submit a proposal package which will be considered by the agency if said proposal package is submitted in accordance with the RFP provisions.
